Lahoul- Spiti which came under the British Government in 1846 appointed the Negi for the first time and gave him the judicial powers of Magistrate Class III. Despite this creation of justice dispensers, there was hardly any crime which required justice. The crime began to grow with the increase of population in Lahoul from outside.
Till 1948 the police post was functioning only in summer for the six months. The post was headed by a Sub- Inspector and six constables and was a part of the police establishment of Kangra district with its headquarters at Dharmshala. It was permanently established in 1948 and worked for the whole year. It functioned till the formation of the district in 1960. A Deputy Superintendent of Police was posted in Keylong in 1960 and same year police post was also created at Jispa. In 1963, the post was upgradded to Suprintendent of Police. In 1960 five criminal courts were created: at Tehsil level, the court of Sub- Divisional Magistrate with powers of Class- I Magistrate and court of Tehsildar with powers of Class-II Magistrate at Keylong for Lahoul.
