New Home Construction
Plans for all new homes constructed in Harvest Park must be reviewed and approved by the Architectural Control Committee (ACC). There are a number of criteria considered in determining whether a proposed plan will be approved. Construction in Harvest Park is governed by city zoning ordinances, a development agreement established with the city at the time Harvest Park was planned, the CC&Rs of the homeowners association, the architectural standards adopted by the ACC, as well as the final judgement of the committee regarding the fit of a given home in the development. It is important to note that simply because another home in the development has a certain feature or looks a certain way, that does not imply that it would be approved on another home built in the future (see CC&Rs Sec. 9.3).
For a new home this can be a somewhat involved process (there are fees associated with this as well). Mapleton City will not issue a building permit until the ACC has confirmed that the plans are approved. During construction the ACC inspects work from time to time, and upon completion the home must pass a final inspection by the ACC in order to receive a certificate of occupancy from the City. The home must be built according to plan and to professional standards, and this will be the basis for final approval at the point of final inspection. In addition, the construction and landscaping bond for a home (collected by the city) will not be released until the ACC has verified that landscaping for a home has been installed according to an approved landscaping plan.
This is a more formalized process than has been utilized in the past when the developers managed the entire process, but we expect that it will help ensure that construction in Harvest Park is consistent with the overall vision of the development. This will maintain the development characteristics that maintain the value of the homes in the neighborhood.
The basic architectural review and inspection fee for a new home is $500 per lot. This covers the costs of review at various stages (initial design, colors and materials, landscape), administrative costs, and multiple inspections. For initial review of process and standards with new builders there may also be additional one-time charges. There is also a $1000 bond payment required, which is refunded once the home and landscaping are completed and pass final inspection by the Architectural Control Committee. (Note: Fee amounts subject to change at the discretion of the HOA board.)

Modifications to Existing Homes or Yards
Changes affecting the landscaping or exteriors of homes already built must also be approved by the Architectural Control Committee. Changes requiring review and approval would include the following (and perhaps others):
Adding a deck or patio area to a home
Adding a fence (either a privacy fence or a decorative fence, such as a picket fence)
Making major changes to the surface of the yard (such as removing sod to put in low-water landscaping)
Modifying the driveway or parking area of the home
Repainting or changing the color of any part of the exterior (including doors, trim, roof shingles, and all other surfaces)
Making major changes to landscaping, such as planting large trees or extending patio areas (note in the maintained home areas, any landscaping changes must be approved)
Any other modification to the exterior of the home (including pergolas, roof extensions, deck covers, or sun shades)
Installation of solar panels
Addition of any other accessory buildings (such as a shed, greenhouse, gazebos, etc.) [Note, there are a number of restrictions that may limit the ability to add structures such as these]
Adding a satellite dish or other transmitter/receive antenna to the outside of the home [This does not require a full formal review, but the location must minimize visibility, and be on the rear side of the home or it will need to be moved; so, to be safe check with the ACC first on an appropriate location before the installer comes out.]
For most minor improvements the process is generally quick and straightforward. If you have questions contact a member of the ACC (listed on the Board Members & Contacts page). When in doubt, contact a member of the ACC to see if it is something that needs to be reviewed.
Generally, modifications to the interior of a home do not require ACC approval (as long as there is no impact on the exterior of the structure). Be aware that interior remodel work, such as basement finishes, does need to be reviewed by the city and receive a building permit. Accessory apartments (e.g, basement apartments for rental to non-family members) are not allowed in Harvest Park because the city requires a lot size of 1/3 acre (14,500 sq. ft.) in order to allow such apartments, and no lots are this large. Homes must be occupied by a single family unit, as defined by the city code Sec. 18.08.145 (this does allow for roommates, but with limitations).
