Welcome to Delaware Trace / Commons!
Welcome to the Delaware Trace/Delaware Commons community and the DT/DC Homeowners Association (HOA). We are happy to have you as a neighbor.
Your HOA is managed by a Board of Directors, members of the HOA elected by your neighbors. The Board currently employs Associa –Community Association Services of Indiana (CASI) as our community manager to handle the day-to-day operation of our community assets: the pool, walking paths, ponds, fountains, and common grounds.
The HOA’s annual budget is prepared by the Community Manager and approved by the Board of Directors; it is presented at the Annual meeting to the residents in November of each year. Your association dues are paid quarterly and are due and payable on the first day of January, April, July, and October. A statement will be mailed to you in advance of each payment date. Other payments options are available at www.TownSq.io. CASI invites you to register your account online and experience what TownSq offers the residents of the HOA.
The community is subject to Covenants and Architectural Control Guidelines that place restrictions on the use of your property. These documents along with the other governing documents of the HOA (By Laws and Articles of Incorporation) are available online at www.dtdchoa.com. . Any modifications or improvements to your property must be approved by the Architectural Control Committee (ACC), whose members are noted below.

Listed below are some common topics of interest and some specific restrictions that are detailed in the Covenants. If you need clarification on any of the following items, please contact any of the individuals listed above.
Trash Pickup: Trash and recycling pick up is on Mondays. If Monday is a holiday, pick up will be on Tuesday. City-wide trash and recycling is provided by RepublicServices and you will be billed for this on your water bill by Carmel Utilities. Republic provides trash and recycling totes at no charge. Trash totes and bags are not permitted to be stored outside your home; please house all trash totes and bags in your garage until the night before or morning of trash pickup. If you have any questions, please contact Carmel Utilities at 317-571-2442.
Snow Removal: The streets in Delaware Trace and Delaware Commons are owned and maintained by the City of Carmel. The HOA does not employ private contractors to plow the streets. The City plows streets on a priority basis. Major streets and school bus routes are plowed first with side streets and cul-de-sacs handled later. If you feel your street requires immediate service, call the Carmel Street Dept. 317-733-2001; do not call the HOA or CASI. Should your mailbox be damaged by a snow plow, contact the Street Dept. immediately to file a claim.
Parking: No boat, camper, trailer, bus, mobile home, truck, inoperable vehicle, or any other unconventional vehicle may be parked in your driveway at any time. These vehicles should be kept in your garage or stored at an off site location. Please do not park cars or trucks in the street overnight.
Signs: No sign of any kind, except for real estate “For Sale” signs, are permitted to be displayed on your lot. Please inform contractors working on your property of this policy and do not let them post their signs in your yard.
Architectural Changes: All exterior architectural improvements including, but not limited to; decks, fences, swing sets, basketball goals, other play equipment, additional landscaping, satellite dishes and any permanent additions to your home must be approved by the HOA Architecture Control Committee (ACC) prior to construction. Start the process by filling out and submitting an “Architectural Change Request Form”. Trampolines and Gazebos are not permitted in DT/DC. Please read the Delaware Trace / Commons Architectural Guidelines document for more information.
Satellite Dishes: All satellite dishes must be approved the ACC by the prior to installation. The general rule is that satellite dishes should not be visible from the street. The ACC will work with your satellite installer to find a suitable location – please do not have a dish installed before the location is approved. Multiple dishes are discouraged.
Fences: Fences solely for pet containment are strongly discouraged; please consider the “invisible fence” products. If you require a fence, only those made of black wrought iron or equivalent-looking aluminum are allowed. All fences must be approved prior to installation. Fences are prohibited by Covenant on some lots in Delaware Commons.
Basketball Goals: All goals, including movable goals, must follow the neighborhood covenants. They must have a clear glass or clear plastic backboard and the net must be kept in proper condition at all times. Do not attach basketball goals to your house.
Post Lights: Every home in Delaware Trace is required to have a functioning post light in the front yard. This light must be on between dusk and dawn. Please replace burned-out bulbs and correct electrical issues with your light promptly to ensure appropriate lighting in the neighborhood. The HOA strongly discourages the use of compact fluorescent bulbs and “cool” light LED lamps in outdoor illumination due to the harsh light they produce. Please use conventional light bulbs or LED lamps with a “warm” (2700K or 3000K) color temperature rating.
Mailbox Repair/Replacement: The HOA maintains and performs end-of-life replacement of the mailboxes and posts in our community to insure a uniform appearance. The repairs/replacements are at the Board’s discretion, subject to annual budget limits, and are not guaranteed in any particular year. Should your mailbox and/or post be damaged or need repair/replacement outside the HOA’s schedule, the repair/replacement will become your responsibility. The mailboxes and posts are a specific color and style. Mailbox Solutions is the only approved supplier. They can be reached at 317-460-1010. Do not repaint or replace your mailbox yourself.
Pool: The DT/DC pool is located in the Delaware Trace section of the development and is open from Memorial Day until Labor Day. A key is needed for entry and one should be provided to you with your welcome packet. To obtain an additional or a replacement key, contact Kathy Christie at the number listed above.
Neighborhood Directory: The HOA publishes a neighborhood directory in January of each year that lists names and phone numbers of all your neighbors. If you would like to appear in the directory, please fill out the "Lot Owners Contact Information Form" and send it to feedback@dtdchoa.com. Once you are in the directory, please make sure your information is up to date.
Board Meetings: The DT/DC Homeowners Association Board of Directors meets the third Thursday of every month, except December. Any DT/DC resident is welcome to attend. Please contact Community Association Services if you are interested in attending.
