Paper #4: The Cold War
For the fourth paper of the course, you will write a comparison of “Long Telegram” by George Kennan and a similar telegram by Nikolai Novikov. Both were written in 1946, just after World War II had ended, but at a point at which the relations between the USA and the USSR had soured considerably. Kennan was the Deputy Chief of Mission at the United States Embassy in Moscow; Novikov was the Soviet Ambassador to the United States.
What are the ideological assumptions of both authors? How does each look upon their former allies? How do each of the authors interpret recent actions by the other side? Do the two documents implicitly or explicitly agree on any points? What do Kennan and Novikov recommend as policies (implicitly or explicitly) to their respective governments? Was the Cold War inevitable?
Write a paper on the origins of the Cold War, comparing the interests, goals, and policies of the two new superpowers, the USA and USSR.
