Overview of public safety agencies in San Diego County
There is a large federal government prescence in San Diego County - the Navy and Marines have major bases in San Diego County - they provide their own emergency services - the Border Patrol has many agents on the Mexican border - the Cleveland National Forest has approximately one dozen forest fire stations in San Diego County
At the state level - California Highway Patrol primarily covers Interstate Highways - and vehicle crashes in unincorporated areas - Cal Fire provides wildland fire protection in unincorporated areas and cooperates with the County to provide structural firefighting service in the unincorporated areas
At the county and local level - city police departments and the county sheriff department provide the emergency police responses - the sheriff department covers the unincorporated areas - the city police departments cover the city areas - city fire departments cover the city areas - fire districts and the county fire department/authority/district/whatever covers the unincorporated areas in conjunction with Cal Fire - most fire departments also provide first responder service to medical calls, haz mat service, technical rescues, water rescues, motor vehicle extrication, etc - 911 operators work at a multitude of fire and police dispatch centers - ground ambulance service is provided mostly by private ambulance services that are funded by local governments and patient billing - public safety helicopters are operated by federal law enforcement + CHP + Cal Fire + USFS + Sheriff + local police + US Coast Guard + private agencies - medical helicopters are operated by private agencies (REACH + MERCY) - wilderness Search and Rescue might be provided by Sheriff Dept and/or volunteers
In addition - the San Diego City Fire department employs approximately 150 'lifeguards' who maintain safety on the city beaches - Escondido FD also has lifeguards iirc - maybe state parks and other agencies have lifeguards also
