It is critical to understand the role of the Multi-stakeholder team, the relate constituent groups and the teachers and administration when initiating the design and implementation processes. All three groups have significant roles and they all interact iteratively over the course of the program development, implementation and evaluation. But the Multi-stakeholder's main role is to gather input and design a vision statement and goals that reflects the voices of the students, parents, teachers, community members and the administration.
As the process progresses into the development stage of roles and responsibilities, the multi-stakeholder design team become the checks and balances for
the program design to ensure the vision and the goals are being adequately supported by the roles, responsibilities and supports that are determined by the administration. As noted in the diagram to the left, all groups are interrelated and have an important voice in the process.
