The railroad had developed strict standards requiring reliable high-grade watches being used by railroad workers, and workers were required to have these watches inspected twice each month to ensure they were in good working condition, even small errors could result in the loss of life and property. In past years several major accidents occurred because of differences in perceived time of just a few minutes.
