Oh My GAD! A Case Study on the Implementation of Gender and Development among Private Higher Education Institutions

Abstract

The call for a society that recognizes gender parity in all spaces is an enduring struggle. The inclusion of Gender and Development in the United Nations Developmental Goal made it possible for countries to mainstream gender policies and programs in their government institutions and civil society. Through the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Beijing Platform for Action (BPA), and Magna Carta for Women, the Commission on Higher Education designed implementing rules and policies for gender inclusivity among higher learning institutions. The implemented Commission on Higher Education (CHED) Memorandum No. 1, s. 2015 required State Universities and Colleges (SUCs) and Private Higher Education Institutions (HEIs) to contribute to women’s empowerment and gender equality. This exploration tackles the implementation of private HEIs of their gender and development programs and other related mechanisms to elevate women and other genders in learning institutions and even in the public sphere. Utilizing a case study design, this exploration gathered exhaustive information from the GAD focal persons and teachers. The findings revealed the inefficiency and noncompliance to the CHED memorandum of private HEIs.
