Federal research awards generally provide authority to re-budget an award up to 25% in a single direct cost budget category without requiring prior approval.
For federal awards that are not considered research awards, prior approval may be required when re-budgeting exceeds 10% in direct costs.
In all cases, prior approval is required for a scope change.
