Umbrella District

The Umbrella District is a district in Three Cloud City where it always rains. The district boasts best tea houses, electronics shops, and bookstores in all of Three Cloud City. The Umbrella District is mainly commercial, with a majority of the housing belonging to the people who run the shops located there. This is likely because, although it a delight to spend some time in the rain, it can too dreary for many to live there.

History

It has been raining in the Umbrella District for nearly 98 years straight. It began when the sitting mayor of Three Cloud City, Mayor Grandy, returned to his home (located in what was then part of the Cumulus District) to find a note from his partner that they had left him. The Mayor became horribly depressed but was committed to continue his work as mayor. He tried as hard as he could to stop crying, but no matter what he did the tears would not stop. Determined to not let this affect his performance, he used his power as mayor to demand the Cloud Controllers to have it rain in his district at all times. He believed that if he then conducted all of his business outside in the rain, people wouldn't be able to tell that he was crying. Despite the public not knowing why the mayor carried out this uncharacteristic levying of power, the public generally accepted his choice, as up until this time he was regarded as a fair and committed public servant.

Following this change in the climate of the Umbrella District, owners of retail shops and restaurants began to notice a sizable uptick in how busy their stores were. It was found that people enjoyed eating and shopping indoors when the weather was gray and drizzly. In an effort to maintain this weather, the Umbrella District Business Organization(UDBO) created a ledger with signatures from all of its members which is then used to file weather request forms with the Cloud Court as a means to keep it raining. Because of the size of the UDBO they are able to outvote any contradictory weather requests.
