Cloud Controllers

The Cloud Controllers are a trio of Ascended Beings that control the weather of Three Cloud City. They work in conjunction with the government of Three Cloud City to plan the optimum weather for the entire year. These ascended beings don't have quite the aura of mysticism that some ascended beings acquire; they live simple lives as municipal workers. Each of the Cloud Controllers mans their own cloud that is responsible for a different weather pattern: rain, thunderstorms, and fog. Chado, Nimbi and Theodore are their names.

Like all ascended beings, the cloud controllers used to be regular people. Chado was an artist who used weather magic to create art installations, Nimbi was the top weatherman in Three Cloud City, and Theodore was a prominent real estate agent. The trio was assembled by the mayor's assistant, who had planned a major parade to commemorate the mayor's 10th year in office. In order to ensure the parade would be absolutely perfect, the assistant needed the weather to be perfect as well.

Once the team was formed and given their task, they got to work combining their knowledge. Upon testing the theory of how to control the weather, the group ascended and took their roles of arbiters of the weather of Three Cloud City.

Function

The cloud controllers work with the weather planning agency in order to plan the perfect combination of rain and sun for each of Three Cloud Cities districts. Additionally, citizens of any of the districts of 3CC can file a weather change form for a specific day for special occasions. In the case of conflicting requests, the weather will go to whichever side has more requests. If there is a tie, the weather will be what was originally planned. In select, rare cases, all parties must report to Cloud Court to settle the issue.
