Cloud Court

The Cloud Court is an administrative body that determines the weather in each district of Three Cloud City. The Cloud Court sees disputed cases between residents of Three Cloud City when the regular channels of determining the weather fail.

The Weather Control Agency plans the ideal weather for each part of town and communicates this information to the Cloud Controllers, who then create the weather. For special occasions, however, citizens of a particular district may fill out a Weather Request Form to make their case for why the weather should be altered. Residents might request clear skies for their wedding day, strong winds for a kite contest and so on. If two separate parties disagree about what the weather should be, the cases are heard by the cloud court.
