DISTINGUISHING FEATURES OF THE CLASS: This is a responsible position involving scheduling and conducting meetings related to student bus discipline with school staff, students, parents, bus drivers, and bus attendants. During the summer months, the employee performs related project work activities. The employee is under the general supervision of the Director of Transportation or other higher level staff member. The employee may directly supervise Bus Attendants and Monitors. Does related work as required.
TYPICAL WORK ACTIVITIES: (All need not be performed in a given position. Other related activities may be performed although not listed)
Reviews all non-special education discipline reports and determines action to be taken;
Schedules and conducts meetings with school staff, students, parents, drivers and attendants, and middle school bus monitors when necessary to discuss student discipline problems;
Prepares statistics to be used in training programs and in assignment of attendants;
Conducts meetings and makes presentations as needed for schools, PTA, and bus driver workshops for both the District and contractor;
Interviews, hires, and supervises the training and evaluation of bus attendants;
Counsels attendants and both District and contract drivers on assertive discipline procedures;
Works with road patrol (troubleshooters) on problem routes;
Assists the Special Education Pupil Transportation Technician with Special Education discipline referrals;
Evaluates discipline reports to determine schools in need of bus safety training;
Assists RTS (Regional Transit System) downtown transfer points;
Assists Safety Coordinator in safety presentation at schools;
Assists Bus Expediters in routing as needed, to ensure optimum conditions for student bus safety/security.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the Vehicle and Traffic Law and Regulations of the Commissioner of Education pertaining to transportation; good knowledge of driving safety practices and defensive driving; good knowledge of the District's policy governing eligibility for transportation and student behavior while in transit; working knowledge of route planning; working knowledge of safe rider instruction; ability to establish and maintain satisfactory contacts with the public, whether in person or by telephone; ability to prepare and deliver oral and written reports; ability to conduct student discipline hearings with parents and school representatives; ability to operate a two-way radio; ability to understand and carry out oral and written instructions; ability to utilize various types of media and visual aides in an instructional setting; ability to deal effectively with the public; good judgment; tact; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma, plus five (5) years paid full-time or its part-time equivalent experience in the operation of a bus or common carrier (such as Greyhound, Trailways, etc.), three (3) years of which shall have involved operating a bus used primarily in the transportation of students (school bus or contracted public transport).
SPECIAL REQUIREMENTS:
Completion of the 20 hour Basic New York Driver Program at time of assignment to the position;
Must be able to pass a yearly physical examination and meet all the medical qualifications for Bus Driver;
Possession of a New York State Class 2 driver's license at time of appointment.
SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS AND BOCES
Per Chapter 180 of the Laws of 2000, and by Regulations of the Commissioner of Education, to be employed in a position designated by a school district or BOCES as involving direct contact with students, a clearance for employment from the State Education Department is required.
