I can't imagine any serious athlete would even consider vaping (or obviously, smoking), but ten years ago I couldn't imagine a phone that let me order another phone. So just in case my imagining is off a bit, check out this article in the Washington Post.
It's about how harmless vaping is making people sick and, in rare cases, killing them. Most often the victims are teenagers who have accepted the advertising hype that vaping is safe—conflating "it's safe" with "it's safer than cigarettes." Health experts in California, Illinois, Indiana, Minnesota, and Wisconsin have found “a cluster of pulmonary illnesses linked to e-cigarette use among adolescents and young adults in recent weeks. There are 94 possible cases in 14 states.
That's a small number—maybe not enough to deter anybody, but it's not a small number to any of the victims whose lungs have been damaged.
History is full of "safe" and "wonderful "products that have, after a while, killed people. Your grandparents may remember when doctors promoted cigarettes as a digestive aid. Don't believe everything you hear, including, I suppose, from me. Do the research and make informed judgments in situations that have an impact on your health.
As for vaping itself, it looks silly, wastes money, and aside from possibly helping smokers quit, has no value to anyone other than the companies who push it. I can't imagine any serious athlete would even consider it. Yes I said that already—thank you for paying attention.
