The Early Enrollment program offers qualifying high school seniors the opportunity to complete their first year of college at Thaddeus Stevens College of Technology simultaneously as their senior year at Penn Manor. Early Enrollment is a fully immersive program where students can start earning credits in most of their high-demand, high-wage majors during their senior year of high school.

Early enrollment requires students to take all their classes senior year at Thaddeus Stevens College of Technology. Early enrollers are full-time college students. They would not report to their home high school at any point during the school day but should check in with their school counselors or principals regularly for information seniors may need regarding graduation, cap/gown, etc.
Early Enrollment students are part of the campus community and may participate in any on-campus club or organization. However, they are not eligible for on-campus housing or intercollegiate athletics.
Early Enrollment students are responsible for their own transportation to and from campus. The college does allow for freshmen to have cars on campus. The cost of a parking permit is $15/year.
Tuition for Early Enrollment students is 50 percent of the cost of full tuition ($9,000 for traditional students) their first year in the program. Early Enrollment students would be responsible for paying $2,250 per semester = $4,500 for the entire 2026-2027 school year. Students are eligible for scholarships provided by the Thaddeus Stevens Foundation and reimbursement scholarships with the Penn Manor Education Foundation Dual Enrollment Scholarships.
Early Enrollment students at Thaddeus Stevens are full-time college students. They must have completed their general education requirements for 9th, 10th, and 11th grade. Students attending the Thaddeus Stevens Early Enrollment program during 12th grade must successfully complete the college core general education classes required during their first year of their college major, including College English. This will meet the senior year requirements for Penn Manor High School. Early enrollers are required to notify their PMHS School Counselor if they are failing a class or withdraw from a course as this may impact PMHS Graduation.
Applications for the 2026-2027 school year are now open
Students need a minimum of a 2.5 GPA

You will receive an email from Thaddeus Stevens after you apply with information on how to complete placement testing and access to applicant portal (application is not complete until placement testing is complete)
Students will find out admissions decision in March 2026
If you are accepted, please complete the Penn Manor Dual Enrollment Application; however, you won't need to send us a copy of your schedule, as Thaddeus Stevens will typically do that for you.
