Eileen Collins-Turvy, Director of Accessible Transportation Programs for Portland's TriMet, leads paratransit services across a 533-square-mile district, focusing on customer experience, efficiency, and innovation. She also works to enhance accessibility throughout TriMet’s systems. With over 25 years in public transit, ADA compliance, public policy, and leadership, Eileen’s career has been defined by strategic planning and advocacy.
Her journey began with childhood inspiration from President Jimmy Carter, who encouraged her belief in limitless possibilities. As the first youth member of the American Red Cross Board, she developed her advocacy skills, later working in the Oregon Legislature and for Representative Margaret Carter while earning a Political Science degree. After helping elect Mayor Vera Katz, Eileen joined her team, where she saw the transformative power of leadership and civic engagement.
Eileen earned her MPA in Public Policy with a focus on Community and Regional Planning, then joined the Oregon Department of Transportation, where she tackled challenges for older drivers. The birth of her son, who is on the autism spectrum, further inspired her commitment to accessible transportation as a social determinant of health.
For 20 years, Eileen has championed innovative paratransit solutions, fostering collaboration and systematically replacing outdated practices. Her teams focus on opportunities and results, creating a culture of excitement, challenge, and achievement.
