The Evidence and Evaluation (EE) Hub was established to address the increased demand for evaluations and evidence to support decision making.
The EE Hub is a quasi-independent, data-led service, and is dedicated to identifying the best outcomes for our population. It aims to be fully embedded in the commissioning cycle and support integrated, evidence-based decision making within the Integrated Care Board/Integrated Care System (ICB/ICS).

We are focused on embedding a culture of evidence use and evaluation across the ICB and wider ICS to support the needs of our population and workforce.
We adopt a collaborative approach to helping teams within the ICB/ICS use evidence and evaluation in their work. We do this by providing advice and support, and by delivering evidence briefings and formal commissioned evaluations.
In a strategic or commissioning context, the term “evidence” can refer to a range of different sources of information about an intervention, service or care that could help inform a decision about it.
Sources of evidence can include: evaluations, research papers, guidelines, population and surveillance data, policy, health needs assessments, activity data, feedback from stakeholders, patients, carers and the public.
Evidence can help to frame problems, prepare for implementation, or identify knowledge gaps to explore through evaluation.
Evaluation is a process for learning about what works or doesn’t work, for helping understand intended or unintended outcomes, and for identifying areas for improvement.
Evaluation is most effective when it is embedded in an intervention (or programme) from the start.
Evaluation can help when planning a new intervention or programme, when innovating or trying something new, or when wanting to know what lies behind the performance of a service.
