Researchers believe that they have enough research to blame the people who shot the flares as well as the nonliving flares themselves. They believe this because of the lack of knowledge of regulations and because of the type of flares that were shot.
" Commencing at 12:45 a.m. Fourth Officer Boxhall had one rocket fired. During the following hour or so, the Titanic fired an additional seven rockets - for a total of eight. The average time between rocket firings calculates to be seven to eight minutes. Even at four minute intervals (as one witness mentioned), there were long periods of time when no rocket activity was seen.
This clearly indicates that the Titanic's personnel did not know how to fire her rockets properly and never fired any "distress signals" according to the regulations set by the International Rules of the Road."

The Titanic used white flare guns instead of red flare guns. Red flare guns was and still is the standard flare for danger when a ship is in distress. But sadly, the Titanic sent out white flares instead of red, which started to cause confusion for the Californian, the ship nearby the Titanic. The Californian tried to make sense out of these mixed flare signals by trying to identify the colorless flares. But, the Californian’s crew was too slow to detect the Titanic’s confusing signals to save the lives on the Titanic.
“Less well known: the Titanic’s flare guns fired white flares. Red was (and is) the emergency standard. When the Titanic was sinking, her crew fired her flare guns. The Californian saw the white flares but didn’t consider them as a distress call”. (1)
“At 1:15 am, the second officer, now on duty,notified Lord that the mystery ship had fired a rocket, followed by four more. Lord wanted to know if they were company signals, that is colored flares for identification. The second officer said “he didn’t know”, that the rockets were all white.” (1)
