During biblical times, the gift that the Holy Spirit gave people when He baptized them was often tongues. This is because this was a very helpful gift during a time when Christians were few in number. When people could speak in tongues back then, they could bring the gospel to their own people and to various nations.
Now, the gift of tongues is less common, because there are believers in every nation who can speak their own language. So now when someone is filled with the Spirit, they are likely given a different gift first.
The Bible tells us God the Holy Spirit gives different gifts to different believers:
"Now there are varieties of gifts, but the same Spirit. And there are varieties of ministries, and the same Lord. There are varieties of effects, but the same God who works all things in all persons. But to each one is given the manifestation of the Spirit for the common good." (1 Corinthians 12:4-7)
Not everyone will speak in tongues when they show the manifestation of the Holy Spirit.
"And God has appointed in the church, first apostles, second prophets, third teachers, then miracles, then gifts of healings, helps, administrations, various kinds of tongues. All are not apostles, are they? All are not prophets, are they? All are not teachers, are they? All are not workers of miracles, are they? All do not have gifts of healings, do they? All do not speak with tongues, do they? All do not interpret, do they? But earnestly desire the greater gifts." (1 Corinthians 12:28-31)

The Bible tells us to earnestly desire the greater gifts. Speaking in tongues is actually the least of the gifts (especially now, because there are Christians and translators in almost every nation and tribe).

Beware of false tongues, because there is such a thing. There are false movements in the church today where people speak in one or two syllables of non-sensical words repeatedly. They call this a tongue, but every language (including the language spoken by angels) has many syllables.
This false movement of tongues is just non-sensical babbling and dishonors God. Furthermore, as a part of this movement, people might laugh uncontrollably or bark or roll on the floor. Such a movement actually mocks God and makes a mockery of the church. It is a movement involving evil spirits and demonic teachings.
Such strange practices are similar to practices in Hindu cults and other pagan spirituality.
Remember, just because something seems miraculous, it doesn't mean it comes from God.
Jesus said, "For false Christs and false prophets will arise and will show great signs and wonders, so as to mislead, if possible, even the elect." (Matthew 24:24)
