The EdTech Masterplan 2030 builds on previous ICT Masterplans and the 2020 EdTech Plan, addressing the opportunities and challenges of the post-COVID landscape where technology has become a critical enabler of learning. Our department's work is directly grounded in this Masterplan.

What the Masterplan sets out to do

To harness the transformative potential of technology in education, MOE has launched the “Transforming Education through Technology” Masterplan 2030 or “EdTech Masterplan 2030” for short, which outlines how schools can better leverage technology to enhance teaching and learning.

Why it matters at Maris Stella

Our ICT department's vision — "Transforming learning through meaningful and purposeful use of technology, for future-ready learners" — is directly aligned with the Masterplan. Every KAT, every workshop, every good practice we document is a contribution to this national direction.

Student Outcome Goals

The Masterplan envisions students as digitally-empowered, future-ready learners and innovators — achieving three interconnected outcome goals.

Outcome 01

Digitally-empowered 21st century learners who are:

Self-directed in setting goals and managing their learning using a range of digital tools and resources.
Collaborative and connected in using digital tools to co-construct and share knowledge with others.

Outcome 02

Digitally literate learners who:

Apply digital literacy and technological skills to “distil and discern” through the effective use of technology.
Exercise Cyber Wellness to use technology in a safe and discerning manner.

Outcome 03

Empathetic, technologically-adept innovators who:

Use human-centred methodologies to “discover” needs and “develop” solutions to real-world problems.
Skilfully leverage a range of digital tools to create solutions.

Five Strategic Thrusts

Strategic Thrusts provide direction on how MOE will embed technology more extensively in teaching and learning.

ST1 Empowers Students' Learning through Greater Customisation and Personalisation with EdTech

Provide pedagogically-sound EdTech tools, including AI-enabled ones, to enable students to learn more effectively and efficiently.
Use technology to encourage learning within and beyond curriculum and schools.

ST2 Strengthen Development of Students' Digital Literacy and Technological Skills (DLTS)

Leverage efforts across the total curriculum to strengthen DLTS.
Strengthen Cyber Wellness for students' safe interaction with technology.

ST3 Strengthen Development of Students' 21st Century Competencies (21CC)

Use technology as an enabler to develop and assess 21CC.

ST4 Strengthen School and Department Culture of Collaboration and EdTech Practices

Support School Leaders' and KPs' building of a collaborative culture and enactment of curriculum leadership to strengthen EdTech practices.

ST5 Strengthen Teaching Fraternity's EdTech Practice

Provide professional development opportunities for teachers to develop capability in using EdTech effectively for teaching and learning (T&L).
Build Curriculum Specialists', Master Teachers' (MTT), and Lead Teachers' (LT) competency to strengthen their expertise in EdTech practices.

Strengthen system set-up and provide on-the-job development of data literacy to make data-informed T&L decisions.

KE2 · EdTech Infrastructure and Solutions to Support School Processes and Meet Rapidly Changing Needs

Ensure agility and ability of core T&L systems and processes.
Enhance processes (for example, automation) for operational efficiency, helping schools save time and resources.
Enhance schools' learning spaces to support technology-enabled learning and administration.

KE3 · EdTech Ecosystem

Targeted strategic partnerships to support MOE's goals.
Strengthen structures to facilitate teachers' professional exchange, ideas, and resources in using EdTech.

How this connects to our teaching

EdTech e-Pedagogy · The teacher's layer

e-Pedagogy is how teachers bring the Masterplan to life in the classroom.

Technology in itself cannot transform learning. But technology with pedagogy can amplify and accelerate sound teaching and learning practices. e-Pedagogy is the practice of teaching with technology for active learning — creating a participatory, connected, and reflective classroom to nurture the future-ready learner.

Guided by the Singapore Teaching Practice (STP), e-Pedagogy translates the Masterplan's strategic direction into the eight Key Applications of Technology (KAT), the five-action EdTech Pedagogical Scaffold, and the nine Digital Competencies developed through the total curriculum.
