MOE Framework

Framework for Emerging 21st Century Competencies and Student Outcomes

The e21CC framework describes the values, competencies, and skills MOE aspires for every Singaporean student to develop through their schooling years. It is structured as three concentric rings, with Values at the core — because knowledge and skills must be underpinned by values. Values define a person's character, shape beliefs and attitudes, and form the foundation of everything else.

Middle ring · Social & Emotional

Social and Emotional Competencies

Skills that enable students to recognise and manage emotions, develop care and concern for others, make responsible decisions, build positive relationships, and handle challenging situations effectively.

Outer ring · e21CC

Emerging 21st Century Competencies

Three clusters of competencies for the globalised world: Civic Literacy, Global Awareness and Cross-Cultural Skills; Critical and Inventive Thinking; Communication, Collaboration and Information Skills.

Desired Outcomes of Education

Student Outcomes

The development of e21CC helps students embody the Desired Outcomes of Education (DOE) — the attributes MOE aspires for every Singaporean to possess upon completing formal education. The student is well-rounded: a good sense of self-awareness, a sound moral compass, the skills and knowledge to take on future challenges, and a responsibility to family, community, and nation.

Strong sense of right and wrong, adaptable and resilient, thinks independently and critically, communicates effectively.

📖 Self-Directed Learner

Questions, reflects, perseveres, and takes responsibility for their own learning.

🤝Active Contributor

Works effectively in teams, is innovative, exercises initiative, takes calculated risks, and strives for excellence.

🌎Concerned Citizen

Rooted to Singapore, strong civic responsibility, informed about Singapore and the world, takes an active part in bettering lives of others.
