A Research Ethics Committee (REC) or Institutional Review Board (IRB), is a body responsible for ensuring that medical experimentation and human subject research are carried out in an ethical manner, in accordance with national and international law.
Objectives
REC's chief objective is to promote high ethical standards in research for health by protecting potential participants in the research as well as also taking into account potential risks and benefits for the community in which the research will be carried out.
Structure
Each member of the Committee is appointed for a period of twelve (12) months but would be eligible for re-appointment except that no member shall serve for more than six (6) years except in circumstances considered by the Board to be special.
Responsibilities of Research Ethics Committee
Basic role of Research Ethic Committee can be summed as: -
1.To protect the rights, safety and well being of patients; by:
a. Preventing studies that pose an unacceptable risk of harm to participants.
b. Ensuring that all participants in research are aware about the pros and cons for their participation and have given appropriate Informed Consent.
2.To promote fair ethical policies and procedures. It maximizes the likelihood of achieving good and patient-oriented outcomes.
3.To enhance the ethical tenor between health care professionals and organizations conducting clinical trials.
4.Overview and monitor thoroughly, compliance of sites with Standard Operating Procedures (SOPs), regulations, guidelines and ETHICS.
5.Offering due consideration to community views.
Important Points to Remember
1. Research ethics committee ensures that proposed studies with human participants conform to internationally and locally accepted ethical guidelines.
2. Committee has the authority to approve, reject or stop studies or require modifications to research protocols.
3. Review by a research ethics committee is required by international ethical standards governing research involving human participants, as well as by local law in many jurisdictions.
4. In international cooperative research, review may be required by the laws of the country in which the research is being sponsored, even if it is not required by the host country’s own laws.
5. Approval of a research ethics committee is also essential for publishing the results of their investigation, as most medical journals will not publish the results of research that has not received the approval of research ethics committee.
Meetings
Meetings shall be generally held quarterly or as required by the Governing Body as a special case for a specific task.
Quorum
The quorum for a meeting of the Committee is:-
1. Where there is an odd number of members, a majority of members; or
2. Where there is an even number of members, the half of the number of members plus one
