Contribution limits for FSA are set each year by the IRS.
See our Benefits Summary for the current contribution limits.
An unsubstantiated FSA claim results when you have used your FSA debit card to pay for health items or services but HealthEquity has not received the proper documentation (receipt, detailed bill or Explanation of Benefits). IRS regulations require you to submit documentation to validate the claims that were paid using your FSA debit card. If you are unable to provide substantiation of outstanding claims after 90 days, your debit card will be deactivated by Health Equity until these are resolved. More information can be found by clicking here.
IMPORTANT! If you have a health Flexible Spending Account (FSA), special rules apply to your Garner benefit. You may not be reimbursed by the Garner HRA for an out-of-pocket medical cost that will also be paid using your FSA. This is often referred to as double-dipping and is prohibited by the IRS. If your Garner HRA and your FSA cover the same medical cost, we recommend you use and exhaust your Garner funds before using your FSA. You can save your FSA for when your Garner benefit has reached its limit or for out-of-pocket medical costs that do not qualify for reimbursement by Garner.
In summary, if you have an FSA, use Garner before using your FSA.

Once enrolled in a Flexible Spending Account (FSA), employees are not able to drop a flex election mid-year without a qualifying event. More info can be found in our SPD (page 7-8). You can change your FSA selections for the next plan year during open enrollment which is held each November for the January start of the next plan year.
Here are a few more frequently asked questions and answers that may be helpful to employees with questions about FSA.
Who Can Use FSA Funds? In addition to the FSA owner, the owner's spouse can incur qualified medical expenses that can be covered by FSA funds. Distributions from FSAs can also be used by dependents who are claimed on the owner's tax return. If a dependent earns gross income in excess of $4,300, files a joint return, or can be claimed as a dependent on someone else's return, they are not eligible.
Forfeiture/Carryover of Unused Funds. If you are actively employed, and your Health FSA Account has a positive balance as of March 31st (the last day on which claims may be submitted for the prior Plan Year), the IRS sets a limit each year on the remaining balance that will be carried over to the following Plan Year. View our Benefits Summary for current plan limits.
If you have experienced a qualifying event, you should notify HR and complete a new FSA form to reflect your changes. Supporting documentation will be required as proof of a qualifying event.
