Foundations of Law and Public Safety is the FIRST year course in the Law and Public Safety Pathway, for both the Pre-Law and Law Enforcement Services programs of study. This course is an introductory course, designed to inform students about careers in law enforcement, legal and correctional systems. This Level 1 course serves as the foundation course for the Pre-Law and Law Enforcement Services programs of study. Upon completion of this course, a proficient student will have foundational knowledge of local, state and federal laws, concepts of criminal behavior and prevention, the judicial process and an understanding of key roles and responsibilities for occupations in law enforcement services and law. In this course, students will have the opportunity to participate in a ride along with HPD and observe court proceedings.

Pre-Law 1 is the SECOND year course for the Pre-Law Program of Study within the Law and Public Safety Pathway. This course introduces students to the main areas of law and fundamental practices of law. Upon completion of this course, a proficient student will attain an introductory knowledge of core legal subjects. The student will also be able to interpret legal documents, compose and present questions for witnesses, and present simplified opening and closing arguments. After completing this course, the student may continue to the Pre-Law 2 course.

Pre-Law 2 is the THIRD year course for the Pre-Law Program of Study, within the Law and Public Safety Pathway. This course develops the student’s ability to logically analyze and debate. This course focuses on sharpening the student’s legal thinking, reading, and writing skills. Upon completion of this course, a proficient student will attain intermediate knowledge of legal content and analysis, and will be able to demonstrate basic principles of legal analysis and apply critical thinking skills by integrating and synthesizing concepts, generating options, and making logical and rational decisions. The student will also be able to draft rudimentary motion briefs and present oral arguments for motion hearings or appellate court.

Pre-Law WBL is the FOURTH year capstone course in the Pre-Law Program of Study. It is intended to provide a work-based learning experience for students to develop further understanding of professional issues, utilize employability skills, and demonstrate mastery of academic and technical skills learned through the Program of Study. The work-based learning experience provides opportunities to apply and practice the knowledge and skills learned in previous courses and gives students hands-on practical experiences related to professions in law and related fields of occupation. Students will have the opportunity to obtain a CTE 4-Year Pathway Completer Cord with recognition in their graduation program and/or CTE Honors with a distinction noted on their diploma and recognition in their graduation program.
Prerequisite: Pre-Law 2 (TLL3000). Placement in this course is based on the recommendation of the CTE Pathway teacher and availability of student placement. See CTE Pathway teacher for more information.

Upon completion of this course, a proficient student will be able to explain police procedures, sentencing protocols, communications strategies and professionalism in law enforcement. After completing this course, the student may continue to the Law Enforcement Services 2 course.

Law Enforcement Services 2 is the THIRD year course in the Law Enforcement Services Program of Study, within the Law and Public Safety Pathway. This course is designed to equip students with the knowledge and skills to be successful in the sciences of criminal forensics and investigations. Upon completion of this course, a proficient student will be able to explain the foundations of forensic science and criminology, summarize the laws that govern the forensic sciences and explain the trajectory of forensic science in the modern legal system. In this course, students will have the opportunity to gain hands-on experiences in the classroom through guest speakers and the Honolulu Police Department (HPD) Community Policing Team. Students will be participating in a second year Pre-Internship experience with the HPD Community Policing Team to further refine their skills and knowledge of law enforcement procedures. Students will also have the opportunity to obtain content-related certification.

Students will have the opportunity to obtain a CTE 4-Year Pathway Completer Cord with recognition in their graduation program and/or CTE Honors with a distinction noted on their diploma and recognition in their graduation program.
