Horizon values your input and collaboration to review and inform programs and services. The Community Advisory Network is your primary opportunity to participate.
Every year, we review the Local Control and Accountability Plan aligned to the six year Western Associate of Schools and Colleges Self Study and Plan and make modifications based on input from all Horizon community members: students, families, staff the Board, and other community partners. Please note the CAN meetings and Agenda Topics and attend the online ZOOM meetings or review the recordings and submit your feedback via a Survey or email the Curriculum and Instruction Director with feedback, Tracy Wilson twilson@hcs.k12.ca.us
Horizon encourages family engagement formally and informally. There are (4) Community Advisory Network Meetings (4) Instructional Leadership Meetings and District English Learner Advisory Council Meetings. There are several annual Surveys provided to gather feedback. Your feedback is important. Community members help review and inform the development of all District Plans: LCAP and LCFF Budget, EL Plans, Programs, WASC and Charter renewal.

What is the Community Advisory Network?
The CAN are members from the HCS staff, students, families, and our local community.
ROLE: Provide input directly during meetings and indirectly via Surveys.
Voluntary participation by the Horizon community (staff, students, families)
Attend live meetings or view recordings and complete the Survey
You will learn about each Academy and all other programs
You will learn about our student progress
You will collaborate with staff and peers to provide critical feedback
You will be part of our review process for all major Plans including our WASC, EL Plan, Title 1, 504 Plan, LCAP and LCFF

Horizon believes that an informed community is essential to a collaborative relationship. Every year, families, students, staff and administrators review progress data, programs, the budget and develop an academic plan for achievement, the Local Control and Accountability Plan (LCAP).

What is the Instructional Leadership Team (ILT)?
The Instructional Leadership Team. It is an elected position and team member with a VOTE as a representative of the community.
Role: Assists in developing and providing input in establishing district programs and goals for all learners including special populations.
Serve as a liaison providing feedback and updates for the community, CAN
Develop surveys for the community, CAN
Analyze the feedback from the CAN for program improvement ideas
Review and analyze district progress and proficiency data and help develop the Needs Assessment
Annually, you will review and revise the HCS programs and inform the LCAP/LCFF

What is the DELAC?
The District English Learner Advisory Committee is a Subcommittee of the ILT. It is an elected position with a VOTE as a representative of the community. Parents or guardians of English learners shall constitute the majority membership (51 percent or more) of the committee. The DELAC is a subcommittee of the Instructional Leadership Team (ILT).
ROLE: The DELAC assists in developing and providing input in establishing district programs and goals for our English Learners.
You will serve as a liaison between the DELAC and your Academy
You will provide updates to the Academy regarding DELAC and English Learner matters
You will collect feedback from the Academy to inform the DELAC
You will review and analyze district progress and proficiency data and help develop the Needs Assessment
Annually, you will review and revise the HCS ELL program and inform the LCAP/LCFF
