About Driver Education from Utah.gov
Driver education is required to apply for a Utah driver license.
First, you must be 15 years old and apply for your Utah learner permit to enroll in a driver education course, and you are required to carry the learner permit for six (6) months before applying for your driver license.
If you come from another state, out-of-state driver education completion certificates must meet Utah’s required hours. If training needs to be completed, you may make up the remaining hours at an approved Utah driving school (see below.) Out-of-state online or home study certificates will not be accepted.
Completion certificates must be on letterhead or have a state-approved seal and should not be mistaken as a license to drive. Your driver education course information will be submitted electronically and entered into your driving record.
Please be aware that many online driver education courses are offered on the internet. These courses may provide driver education or practice testing, but they have not been approved by the Driver License Division and cannot be accepted as proof of driver education completion.
Required hours to complete a driver education course:
27 hours of high school classroom instruction, or 18 hours of commercial/private school, or 30 hours of Utah-approved online/home study course; and
6 hours of behind-the-wheel instruction.
6 hours of observation (state law does not require; however, the school or business can decide to implement and keep observation as part of their program. Utah high schools require observation as part of their curriculum.)

Note: Taking this class does not mean you will get a driver license. You must have a B- to complete the course. Additionally, you must complete all state requirements to obtain a driver license (see requirements below).
This course is designed to create strong citizens who are aware of their responsibilities as skilled drivers in a complex transportation system. Today, driving is vital. Sadly, many young drivers will face tragedy through loss of property, physical capability, or even life.
The leading cause of death in teenagers is related to motor vehicles. Driver training is essential in creating safe driving skills for a lifetime. Driver education provides students with skills, attitudes, and knowledge to make our roads safer. Driving instructors instill effective communication methods that will encourage young drivers to respect the automobile, the vehicles that share the road, the laws and consequences of impaired driving, and acceptable mental and social skills when faced with challenging driving situations.
Note: Students may take driver education for only one semester during their regular high school career. If students fail the course during the regular school year they may take driver education during the summer program. Ninth grade students who turn sixteen on or before October 30 may take summer driver education.
Utah Learners Permit Requirements
Requirements for obtaining an entry-level learner permit:
You must be at least 15 years old to apply.
You will need to visit one of our Driver License offices.
You will take a photo upon arrival.
You will be required to pass the eye test.
Submit a non-refundable fee of $19.00.
Bring proof of identity (name and date of birth.)
Bring social security card.
Bring two (2) documents of Utah residence address.

You will be required to pass a 50-question written knowledge test; study this driver handbook.
Bring a parent/legal guardian to sign for financial responsibility (age 17 and under.) At any time, the parent or legal guardian who signed for financial responsibility on the minor’s application can withdraw their signature until the minor is 18 years of age and for any reason. This action would invalidate the driver license, and the minor could reapply when they reach the age of 18, or if the parent/legal guardian signed a new application, there would be a licensing fee and written knowledge test to reapply.
If you are 17 years of age or younger when applying for a Utah learner permit, you must hold the learner permit for six (6) months before being able to apply for a Utah driver license. However, if you turn 18 during the six (6) month holding period, you may apply for your driver license upon turning 18. The six (6) month learner permit holding requirement does not apply if you are 18 or older. Note: Learner permits issued from a state other than Utah that is equivalent to the Utah learner permit can be used to meet the six (6) month learner permit holding requirement.
Driver education is required for drivers 16-18 years of age. If you are 19+ driver education is not required. You will want to apply for your learner permit prior to enrolling in driver education. Click to read the driver education requirements.

If you are 15, 16, or 17, the learner permit entitles you to operate a regular motor vehicle only if:
An approved driving instructor, parent, or legal guardian who is licensed, is occupying the seat beside the applicant.
The responsible adult, who signed for financial responsibility, who is a licensed driver, is occupying the seat beside the applicant.
The learner permit must be in the applicant’s immediate possession.
Other passengers are permitted in the vehicle when the above conditions have been met.
If you are 18+ years old, the learner permit entitles you to operate a regular motor vehicle only if:
A person 21 years or older, who must be a licensed driver, is occupying the seat beside the applicant.
The learner permit must be in the applicant’s immediate possession.

The $19.00 fee for the learner permit entitles the applicant to not more than three (3) attempts to pass the written knowledge test within one (1) year. After three (3) attempts, the applicant will be required to pay an additional fee.
You may renew a learner permit or replace a lost learner permit by paying a $19.00 fee and completing the application/appointment process again. However, all documentation you furnished for your original learner permit is on file and is not required to obtain a renewal or duplicate learner permit.
Utah Driver License Requirements
Requirements for obtaining a first-time original Utah driver license:
You must be at least 16 years old to apply.
You cannot apply until you have carried your learner permit for six (6) months (only required until the age of 18.)
You will need to visit one of our Driver License offices.
You will take a photo upon arrival.
You will be required to pass the eye test.
Submit a nonrefundable fee of $39.00.
Bring your learner permit with you (no other documents are required because they were already verified when applying for your learner permit.)
Complete this online exam before you can be fully licensed Traffic Safety and Trends Exam.
Your driver education course information will be submitted electronically and entered onto your driving record; however, if you are age 19 and older and opt out of taking a driver education course (driver ed not required for age 19+), you must hold a learner permit for 90 days, plus complete at least 40 hours of practice driving (10 hours after sunset.)
You will be required to pass a 50-question written knowledge test (this test was taken when you applied for your learner permit) and a driving skills test (these tests may be done through the driver education course, or if you are opting out of the driver education course (at age 19+), you will take the written knowledge test when you schedule your driver license appointment, and you will need to make a second appointment for the driving skills test portion after the written knowledge test is passed.)
Bring a parent/legal guardian to sign for financial responsibility (age 17 and under.) At any time, the parent or legal guardian who signed for financial responsibility on the minor’s application can withdraw their signature until the minor is 18 years of age and for any reason. The parent/legal guardian must also sign off on 40 hours of practice driving (10 hours after sunset) if 16 or 17 years old (not required for 18 year olds.)

Note: If your name is different than the name on your identity document (e.g., birth certificate, passport), it must be accompanied by legal documentation authorizing the name change. These include a certified state marriage certificate, divorce decree, adoption, citizenship, guardianship, or court documents indicating the name change.
Note: By law, you may not possess more than one REAL ID compliant certificate at a time (e.g., a Utah driver license and a Colorado ID.)
After all requirements for a driver license have been completed, you will receive a temporary license with a photo on the same day. The completed driver license with a 5-year expiration will be mailed to you in approximately 4-6 weeks.
