At Haluban National High School, we are committed to creating a safe, respectful, and values-driven learning environment where students can grow both academically and morally. Aligned with DepEd’s Child Protection Policy, our school also upholds the rights of every learner to be protected from abuse, bullying, exploitation, and any form of harm. Code of Conduct

The Student Code of Conduct outlines the expected behavior of learners in all public and private schools under the Department of Education (DepEd). It aims to promote discipline, respect, and a safe, inclusive learning environment.

Core Learner Rights (Karapatan ng Mag-aaral)

Learners have the right to:

Quality, accessible, and safe education
Be free from discrimination, bullying, and abuse
Participate in school activities and express opinions respectfully
Due process before disciplinary actions
Privacy and confidentiality

Core Learner Responsibilities (Tungkulin ng Mag-aaral)

Learners are expected to:

Attend classes regularly and on time.
Respect teachers, school staff, classmates, and property.
Follow school rules and dress codes.
Maintain cleanliness and help preserve school facilities.
Refrain from bullying, cheating, or any form of violence.
Be honest, responsible, and courteous at all times.
Promote peace, gender sensitivity, and inclusion.

Prohibited Acts (DepEd Order No. 40, s. 2012):

Bullying (physical, verbal, cyber, social)
Disrespect to authority
Vandalism and theft
Bringing weapons, drugs, or alcohol to school
Fighting, harassment, or threats
Cheating or academic dishonesty

Disciplinary Measures:

Warning or reprimand
Guidance counseling
Community service
Parent-teacher conference
Suspension (in serious cases, with due process)

All disciplinary actions must follow due process, uphold child protection policies, and prioritize the learner's dignity and development.

What is the Child Protection Policy?

The Child Protection Policy (CPP) is based on DepEd Order No. 40, s. 2012 and aims to:

Prevent and address all forms of abuse, violence, exploitation, discrimination, and bullying
Promote the well-being of every learner
Uphold children's rights to education in a safe, respectful, and caring environment

Who is Protected?

All students of Haluban NHS are protected—regardless of age, gender, background, or ability. Every learner deserves to feel safe and valued while in school, online, or during any school-related activity.

Acts Covered by the Policy

Our school does not tolerate the following:

Physical, verbal, or emotional abuse
Any form of bullying (physical, social, verbal, or cyberbullying)
Sexual harassment or exploitation
Discrimination or unfair treatment
Neglect of students’ basic needs and rights

What Measures Are in Place?

Haluban NHS implements:

Orientation and awareness sessions on child protection for students, teachers, and parents
A Child Protection Committee (CPC) that handles reports of abuse or bullying
Confidential and child-friendly reporting mechanisms
Immediate guidance and support services
Coordination with local government units and child welfare agencies if needed

How to Report?

If a student experiences or witnesses any form of abuse or bullying, they can:

Report to any teacher, guidance advocate, or adviser
Approach the Child Protection Committee
Submit a report through the school's suggestion box or official contact form

Confidentiality and safety are always ensured.
