Admission Requirements
Here are the basic requirements for enrollment in public schools under the Department of Education (DepEd), Philippines, based on DepEd Order No. 3, s. 2018 (Basic Education Enrollment Policy):
Copy of Birth Certificate (PSA)
Report Card (SF9/Form 138)
Student Permanent Record (SF10/Form 137) - to be requested by the enrolling school
Other requirements:
In case a learner does not have a birth certificate (such as from the PSA or formerly NSO) upon enrollment, the following alternative documents may be accepted temporarily or in lieu of the birth certificate, depending on the case:
Baptismal Certificate
Joint Affidavit of Two Disinterested Persons
These are usually barangay officials or other individuals who can attest to the child's identity and birth details.
Barangay Certification or Barangay Clearance
Indicating the learner’s date of birth and residence.
Late Registration Papers from the Local Civil Registry (if in process)
Affidavit of Birth
Usually prepared and notarized by a parent or guardian.
DepEd Order No. 3, s. 2018 (Basic Education Enrollment Policy) emphasizes that no child should be denied enrollment due to lack of documentation at the time of enrollment.
However, parents or guardians are required to submit the birth certificate within the school year once available.
For incoming Grade 7, and Grade 11.
Conducted to prepare for the next school year’s planning (e.g., teacher allocation, classroom needs)
2. Regular Enrollment Period (Usually May–August)
Step 1: Submission of Requirements
The student or parent/guardian submits the following documents to the school:
New Learners/Transferees:
PSA/NSO Birth Certificate (original and photocopy) or any of the acceptable alternative documents mentioned above
Report Card or SF 9
Old/Continuing Learners:
Report Card or SF 9
Step 2: Registration / Encoding
Fill out and accomplish the Enhanced Basic Education Enrollment Form (for new students and transferees). For old/continuing students, you need to fill out and sign the enrollment confirmation slip.
For transferees, the receiving school requests the records from the previous school.
Step 3: Confirmation of Enrollment
Once records are verified and encoded, the student is considered officially enrolled.
The school may issue an Enrollment Confirmation Slip.
The school updates the learner’s profile in the Learner Information System (LIS).

In-person enrollment
Remote / Online enrollment (via school forms, messaging apps, email)

1. Who can enroll in a public school under DepEd?
Any Filipino child or youth of school age is eligible to enroll in a public school, provided they meet the basic requirements for the grade level they are entering.
2. What are the basic enrollment requirements?
For New Students (Incoming Grade 7 or Transferees)
PSA/NSO Birth Certificate (original & photocopy)
Barangay Certificate of Residency (if available) or refer to other requirements stated above.

3. When is the enrollment period?
Enrollment usually starts in early May to late June, depending on the school calendar released by DepEd.
4. Is there a tuition fee in public schools?
No. Education in public elementary and secondary schools under DepEd is free of charge.
5. Can a student transfer from a private school to a public school?
Yes. The student must present valid documents (report card, Form 137, etc.) from the previous school. Public schools may accommodate them depending on class size and availability.
6. What subjects will my child study?
DepEd follows the K to 12 Basic Education Curriculum. Subjects include:
English, Filipino, Mathematics, Araling Panlipunan, Science, MAPEH, Edukasyon sa Pagpapakatao (EsP), and EPP/TLE for higher levels.
Senior High School students take specialized tracks (e.g., STEM, ABM, HUMSS, TVL, GAS).
7. Are there school uniforms required?
DepEd does not require uniforms to encourage access and inclusion, especially for marginalized learners. However, the school still encourage to wear proper uniform for safety purposes and for proper identification of learners.
8. Are learners with special needs accommodated?
Yes. DepEd offers inclusive education and has SPED centers or programs in selected schools. Contact our local school or division office to inquire about availability.
9. What if my child has been out of school for several years?
They may enroll under the Alternative Learning System (ALS) or be assessed through the PEPT or A&E exams for appropriate grade placement.
10. Is online learning still an option?
While face-to-face classes are now the default mode of delivery, blended or online learning may still be offered depending on the situation and school resources. At HNHS, blended learning or alternative delivery modes are implemented in special circumstances such as typhoons, pandemics, or other natural calamities to ensure continuous learning and student safety
