SUPREME SECONDARY LEARNERS GOVERNMENT ORGANIZATION
The Supreme Secondary Learners Government (SSLG), formerly known as the Supreme Student Government (SSG), is the official co-curricular, learner-led organization recognized by the Department of Education (DepEd) in all public secondary schools across the Philippines. It serves as the highest governing body of student leaders within the secondary school level and acts as a formal platform where students can actively participate in school governance, represent their peers, and contribute to both school and community development.
The SSLG is anchored on the belief that students should be active participants in shaping their educational experience. Its core mandate is to foster participatory democracy, leadership skills, volunteerism, unity, and good citizenship among learners. As the official student governing body, it is tasked with representing the studentry in various school decision-making processes, initiating projects that address student welfare, and supporting programs that enhance the overall learning environment.
Moreover, SSLG officers are responsible for organizing and spearheading initiatives aligned with DepEd’s thrusts. These include community service programs such as Brigada Eskwela, environmental protection drives, literacy and tutorial campaigns, anti-drug abuse and smoking prevention programs, and other projects that promote the holistic development of learners. Through these activities, the SSLG acts as a training ground for future leaders and instills a sense of social responsibility in young citizens.
The existence, structure, and operations of the SSLG are backed by a series of DepEd Orders and Memoranda that provide both the constitutional framework and operational guidelines for student governments:
DepEd Order No. 43, s. 2005 – Introduced the Standard Constitution and By-Laws for Supreme Student Governments in secondary schools.
DepEd Order No. 34, s. 2008 – Enumerated the mandated thrusts, programs, and activities of student governments.
DepEd Order No. 79, s. 2009 – Issued the Revised Standard Constitution and By-Laws, effective SY 2009–2010.
DepEd Order No. 47, s. 2014 – Unified the constitutions and by-laws of the Supreme Pupil Government (SPG) for elementary and the Supreme Student Government (SSG) for secondary.
DepEd Order No. 11, s. 2016 – Provided additional guidelines for the inclusion of Senior High School students in student government elections.
DepEd Order No. 49, s. 2011 – Reiterated the mandated programs, projects, and activities to be implemented by student governments every school year.
OUOPS Memorandum No. 2023-03 – Updated interim guidelines and formalized the name change from SSG to SSLG as part of the Learner Government Program (LGP).
Division and Regional Memoranda (e.g., Division Memorandum No. 590, s. 2024) – Clarified the roles and responsibilities of SSLG officers at local levels.
DepEd Memorandum No. 072, s. 2025 – Set the schedule and framework for SSLG and SELG elections for School Year 2025–2026.
These issuances ensure that the SSLG operates within a standardized, transparent, and democratic framework across all schools nationwide.
All enrolled secondary students are automatic members of the SSLG. However, officers are elected through a democratic school-wide election. SSLG leadership typically consists of a President, Vice President, Secretary, Treasurer, Auditor, Public Information Officer, and Grade Level Representatives. These leaders work hand-in-hand with a faculty adviser appointed by the school principal.
The SSLG fulfills multiple roles within the school community:
Representation – Serves as the official voice of the student body in school affairs.
Leadership Development – Provides training and opportunities for young leaders to plan, organize, and implement programs.
Community Engagement – Extends service beyond the school through outreach and volunteer initiatives.
Support of DepEd Programs – Aligns its projects with the department’s advocacies on education, health, environment, and civic responsibility.
The Supreme Secondary Learners Government is more than just a student organization but it is a vital pillar of student leadership and governance in the Philippine education system. Through its well-defined mandate, strong legal foundation, and structured organization, the SSLG empowers young learners to become proactive citizens who can contribute meaningfully to their school, community, and nation. By instilling values of democracy, leadership, and service, it plays a crucial role in shaping the next generation of leaders who will uphold the principles of participatory governance and social responsibility.
