ADVISORY CORNER
The Leandro G. Japos National High School Student Handbook serves as a comprehensive guide to student life, outlining essential rules, responsibilities, and procedures that promote discipline, respect, and academic integrity within the school community. It begins with the admission requirements for incoming students—whether freshmen, transferees, or returnees—emphasizing the need for proper documentation, including report cards, birth certificates, and certificates of good moral character. Old students with failing grades or disciplinary issues must be accompanied by parents during enrollment for interviews and possible behavior contracts.
A key feature of the handbook is the establishment of the School Discipline Committee, tasked with addressing major offenses as outlined in the 2000 DECS Service Manual. The committee includes the School Discipline Officer, Curriculum Chairman, and Class Adviser, each with specific responsibilities such as mediation, case documentation, and parental communication. For cases beyond the committee’s scope, referrals are made to the Principal’s Office or the Guidance and Counseling Office. The handbook outlines a clear chain of jurisdiction, particularly in sensitive cases or when multiple year levels or personnel are involved.
Student attendance and punctuality are strictly enforced. Regular presence in classes, flag ceremonies, and school activities is mandatory. Excused absences must be supported by a written letter from parents, while unexcused absences may lead to being dropped from the school rolls after ten consecutive days. Tardiness is also penalized, with five instances equivalent to one absence. Students must secure permission before leaving the classroom or campus during school hours.
The handbook places great emphasis on student behavior. Proper conduct is expected during flag ceremonies, inside the classroom, during assemblies, examinations, and in interactions with school personnel. Students must show respect to peers and authorities and treat school property responsibly. Specific rules govern uniforms and grooming: boys are expected to maintain clean-cut hairstyles, while girls must wear the prescribed blouse and maroon skirt. Wearing of ID cards is required at all times, and certain attire, such as sleeveless tops or city shorts, is prohibited on civilian days.
Offenses are categorized as either grave or minor. Grave offenses include drug use, theft, assault, bullying, vandalism, sexual harassment, hazing, and forgery—many of which may result in suspension, expulsion, or recommendation for transfer. Minor offenses include tardiness, PDA, use of foul language, improper uniform, and classroom disruptions. Disciplinary actions are progressive, beginning with oral warnings and written reprimands, and may escalate to probation, suspension, or expulsion depending on the frequency and severity of the offense. Notably, a student may also be sanctioned if parents consistently fail to cooperate with the school in addressing behavioral concerns.
The handbook also affirms the rights of students by prohibiting corporal punishment, verbal abuse, and any form of public ridicule. In compliance with national laws such as the Anti-Sexual Harassment Act, the Dangerous Drugs Act, and the Tobacco Regulation Act, the school upholds legal standards for safety and student protection. It prohibits the formation of fraternities and sororities, and strictly regulates cell phone use during class hours. Security personnel are tasked to monitor compliance and report violations to proper authorities.
The student handbook of Leandro G. Japos National High School not only enforces discipline but also fosters a respectful, orderly, and safe learning environment. It balances student responsibilities with their rights, guided by national education policies and laws. The school reserves the right to revise the rules as needed, and all enrollees are required to attend an orientation and agree to abide by the handbook’s provisions as a condition of their continued education.
