YOUTH FOR ENVIRONMENT IN SCHOOLS ORGANIZATION
Project WATCH (We Advocate Time Consciousness and Honesty) is a values‑advocacy initiative launched by the Department of Education (DepEd) in collaboration with JCI Senate Philippines and supported by agencies like CHED, TESDA, PAPSCU, and PRISAA Reddit+11Google Sites+11BusinessMirror+11. It focuses on instilling the complementary core values of punctuality and honesty among students, educators, and educational institutions—viewed as essential to fostering a culture of integrity and respect in Filipino society.
The program’s foundation rests on key official issuances:
DepEd Memorandum Nos. 160 and 387, Series of 2008, formally adopting WATCH into school systems and promoting the values of punctuality and honesty as transformative tools
DepEd Memorandum No. 410, s. 2009, issued in September 2009, set guidelines for establishing “WATCH Schools”—institutions that actively promote these virtues through structured programs and daily practice.
Presidential Proclamation No. 1782, signed on May 31, 2009, declared June as “WATCH Month”, enjoining schools, higher education institutions, and LGUs to conduct related activities during the second week of June
WATCH’s educational framework includes:
Awareness seminars and orientations for learners and staff on the ethical importance of punctuality and honesty.
School-based advocacy and contests, such as slogan-writing, pledge ceremonies, contests on timeliness and integrity, photo or video documentation of member conduct, and integration into school events and assemblies
Curriculum or routine integration of WATCH values—for instance, during flag-raising ceremonies or subject infusions in the reinstated GMRC class under the MATATAG curriculum
Monitoring tools or checklists to track attendance, participation, and demonstration of WATCH values—often used monthly or during designated WATCH Month activities
Values integration: Project WATCH deliberately “makes explicit what is implicit” by ensuring that values like punctuality and honesty are not just theoretical concepts but lived practices embedded in school culture BusinessMirror.
Institutional coherence: WATCH activities are aligned with broader DepEd initiatives like the MATATAG K‑to‑10 Curriculum and revisited GMRC subject, reinforcing moral education across functional touchpoints BusinessMirror+1.
Cultural renewal: By engaging learners and staff in WATCH Clubs, pledge signing, contests, and regular monitoring, schools foster an atmosphere of respect, responsibility, and integrity that transcends mere rule‑following.
Project WATCH serves as a values-centric initiative within the Philippine basic education system, focusing on time consciousness and honesty as foundational virtues. Formalized through DepEd Memoranda and presidential proclamation, and sustained through national and school-level programs, WATCH plays a pivotal role in transforming ethical awareness into practice—enabling schools to nurture trustworthy, responsible learners.
