YOUTH FOR ENVIRONMENT IN SCHOOLS ORGANIZATION
he Senior Scouts is the section of the Boy Scouts of the Philippines (BSP) intended for youths—typically ages 12 to 16 or higher depending on advancement level—who have progressed beyond Boy Scouting toward higher ranks such as Explorer, Pathfinder, and Eagle Scout. As part of the national scouting movement, Senior Scouting aims to develop personal leadership, ethical values, civic responsibility, preparedness, and community service among adolescent boys and young men through a structured, merit-based advancement scheme.
Though there is no standalone Republic Act for Senior Scouts, the program is firmly supported through DepEd policy and BSP national legislation:
Republic Act No. 7278 (1992) chartered the Boy Scouts of the Philippines as a properly recognized civic youth organization with constitutional powers relating to scouting, standards, uniforms, and training structures Lawphil.
DepEd Order No. 76, s. 2012, titled Guidelines on Revitalizing Boy Scouting in Schools Nationwide, mandates DepEd’s support for scouting across all sections, including Senior Scouts. Schools are encouraged to promote membership, appoint scouting coordinators, incorporate service credits for scout awards, and participate in scouting activities and trainings Department of Education.

Membership Sections: Under the BSP advancement structure, Senior Scouts include ranks such as Explorer, Pathfinder, Outdoorsman, Venturer, and Eagle Scout. These ranks correspond to the Scout’s merit badges and skill development milestones from roughly ages 12 to 16+
Advancement Scheme: Senior Scouts are expected to develop through five advancement levels:
Explorer (≈2 badges)
Pathfinder (≈6 badges)
Outdoorsman / Airman / Seaman (≈11 badges)
Venturer / Air or Sea Venturer (≈16 badges)
Eagle Scout (highest)
Adult Support: In schools, a Scouting Program Coordinator supports Senior Scouts alongside designated Outfit (unit) advisers. DepEd division and regional offices liaise with BSP local councils to ensure quality programming and adherence to policies
Deputy to its national mission, the Senior Scout program focuses on:
Scout ideals: living the Scout Oath, Scout Law (12-point ethical code), and Scout Motto (“Laging Handa”)
Senior Scout Code & Slogan: “Once a Scout, Always a Scout.” The code emphasizes citizen responsibilities, fairness, heritage preservation, ethical conduct, and passing on a better Philippines
Non‑formal education modules: These include practical training in self-reliance, community service, social interaction, vocational exposure, and maintaining smartness and good order in uniform and behavior
Field experiences: Camping, jamborees, community outreach, badge work sessions, leadership trainings, and service projects relevant to local community needs.
Senior Scouts serve as formative experiences that:
Promote values and character building (respect, loyalty, service, preparedness).
Equip adolescents with leadership and critical life skills through merit badge progression and service activities.
Provide DepEd service credits and recognition that may aid in grade promotion or honors classification
Create community leadership opportunities through student-led events, outreach, and interoperability with SSLG, YES‑O, and other initiatives.
Senior Scouts Officers
