Regional Assessors' Training in the Implementation of EO 174 RE: Expanded Career Progression System for Teachers
DepEd NCR started the year with a bang, with the gathering of the 16 SDOs members of the HRMPB and selected PPST champions on January 21 to 24, 2025, for the Regional Assessors’ Training on Implementing EO 174 Re: Expanded Career Progression System for Teachers.
Following the journey of teacher Carina, the Regional Assessors’ Training participants were introduced to the grueling process of promotion and reclassification for teachers. Let us take a look at some of the insights of the participants.
The Regional Assessors' Training on the Expanded Career Program System for Teachers provided hands-on and minds-on workshop sessions to elicit the salient features of EO No. 174. It highlighted the importance of PPST, and as assessors, we should champion the PPST in our SDOs. I am hoping for more trainings and workshops, especially on the assessment of COIs and NCOIs, in order to empower would-be teacher-applicants to submit sound documents for their possible promotion.

The strength of the Assessors’ Training lies in its deliberate and profound effort to immerse the participants into the multifaceted realm of a rater—a domain shaped by complexities, nuanced gray areas, individual schemas, an intricate understanding of policies, and the ever-present influence of biases. The thoughtful curation and delivery of the topics not only illuminated these dimensions but also ignited a renewed determination within us to begin contextualizing and refining our own cascade plans with greater clarity and purpose.

The NCR Prime Regional assessors’ training on expanded career progression was an enriching and insightful experience. It provided me with a deeper understanding of the critical role assessors play in supporting fair, transparent, and effective evaluation processes.
The training sessions were well-structured, offering a balance between theoretical concepts and practical applications. I particularly appreciated the emphasis on objectivity, consistency, and the use of evidence-based practices in assessments. The hands-on activities, such as role-playing scenarios and case studies, allowed me to apply the principles in a realistic context, which strengthened my confidence in conducting assessments.
One of the most valuable aspects of the training was the focus on aligning assessments with career progression frameworks and with the Philippine Professional Standards for Teachers (PPST). This reinforced the importance of identifying and fostering talent while ensuring assessments are equitable and free from bias. I also gained insight into constructive feedback methods, which I can apply to help candidates grow and improve.
Furthermore, the collaboration and discussions with fellow participants enriched the learning experience. Hearing diverse perspectives and sharing best practices underscored the significance of teamwork and collective responsibility in the assessment process.
Overall, this training not only enhanced my technical skills but also deepened my understanding of my role in contributing to professional growth and organizational success. I am confident that the knowledge and skills I’ve gained will enable me to conduct assessments with integrity, fairness, and a commitment to excellence.

The Implementing Rules and Regulations of EO 174 s 2022 establish the Expanded Career Progression (ECP) System for Public School Teachers in the Philippines. This is a system that aims to promote professional development and career advancement among public school teachers by defining clear pathways within the public school system that give equal opportunity and chances to be promoted according to their potential and qualifications. A clear career path empowers educators to excel, innovate, and inspire future generations. Supporting teachers in their professional growth ensures a stronger education system in the Philippines.
