OUR MANDATE

The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters.

The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.

As provided in the said Republic Act, there shall be a school head for all public elementary schools and public high schools or a cluster thereof. The establishment of integrated schools from existing public elementary and public high schools shall be encouraged.

The school head, who may be assisted by an assistant school head, shall be both an instructional leader and administrative manager. The school head shall form a team with the school teachers/learning facilitators for delivery of quality educational programs, projects and services. A core of non-teaching staff shall handle the school’s administrative, fiscal and auxiliary services.

The Cabangan High School Seal and its Symbolism

THE TORCH: signifies the purpose of education. It serves as a beacon of light that illuminates and eradicates the darkness of ignorance, and enables one to see the path towards a bright future.

THE FLAME (in blue, yellow, and red): signifies Cabangan High School’s commitment in igniting the flame of nationalism and patriotism. It bears the colors of the Philippine flag; Blue – signifies peace, Red – signifies burning desire to learn, Golden Yellow – signifies quest for knowledge.

THE SHINING SUN: represents the burning passion of the students for the quest for knowledge and in their pursuit of a bright future.

THE PEN AND THE OPEN BOOK: represents the CHS’s commitment to promote literacy. The rudimentary skills of reading and writing are the pillars of learning and these abilities help one to interact and communicate effectively with his community. These symbols are also reminders for CHS to live in its true purpose in developing students to acquire the competencies that will make them active and proactive agents of change of their respective community.

THE HAND (students and teachers in the shape of the hand): represents CHS as a caring and nurturing institution.

MAYON VOLCANO: represents the location of the school, which is at the heart of Legazpi City. This majestic panoramic landform is a symbol of being a true Albayano.

THE LAUREL WREATH: symbolizes CHS as a haven of victorious, successful and triumphant students. It also sets high expectations for both students and teachers to always bring pride and honor to the school by exemplifying excellence in either school, division, regional, national or international academic and sports related activities.

THE CIRCLE: represents unity, the unending support and influence of family, friends, teachers, stakeholders and the community to the holistic development of the students. The gradient blue in the circle symbolizes the transition of CHS from night high school to the regular class program.
