Citipointe is committed to providing appropriate training to ensure workers have the skills and knowledge necessary to fulfil their WHS obligations. WHS training is a fundamental requirement for Citipointe to achieve a safe workplace.
The WHS training needs for Citipointe will be determined in consultation with Managers and workers, however it can be generally categorised into three kinds:
WHS Training
Skills and knowledge which is commonly required, e.g. induction training, WHS risk management training, evacuation procedures.
Risk Specific WHS Training
Training required for those persons conducting activities with a specific risk to health and safety or a verification activity, e.g. first aid training, hazardous substances training, manual handling training, confined spaces training, working from heights training.
Task Specific WHS Training
Skills and licensing which are required depending on the specific hazards and risk, e.g. high risk work licenses such as for driving forklifts.
Staff are assessed for their skill's needs and level of competency required to undertake their role safely. The Skills, Competency and Needs Assessment Form may be used to identify needs.
Training and Qualifications
Citipointe ensures that its Managers and workers are adequately trained, experienced and qualified with the relevant skills to undertake the task required. Trainers are documented on a Training Attendance Record with qualifications, relevant skills, and experience or staff. This information is stored with the relevant responsible person.
Construction Work
To be able to carry out construction work, a person must complete an introductory safety training course called ‘general construction induction training’. This is also commonly known as ‘white card’ training.
Under the model WHS Act, a PCBU must make sure every worker has completed white card training, including those who have completed training in the past but have not carried out construction work in the last two years. Once a person has completed that training they may apply to a WHS regulator for a white card.
A white card issued in one state or territory or by the Commonwealth is generally recognised Australia wide.
All new workers are required to be provided with WHS information regarding the workplace as part of their overall induction and introduction to Citipointe. This is completed through a Quiz testing your knowledge and understanding of WHS obligations.
A thorough WHS induction process assists new staff to feel welcome, become integrated into the organisation and ensure that they are able to work safely. The First Day Induction is managed by the HR Manager and Location Pastors at each site to ensure new workers are made aware of the WHS systems, policies and procedures in place within Citipointe.
First Day Induction for new workers is provided by the HR Manager in Brisbane and Location Pastor elsewhere and incorporates Managers and WHS Facilitators (if one has been appointed), in the Safety Induction. The Induction is a verbal explanation and observation of the task in a safe working environment with supervision.
All items on the First Day of Induction are to be explained to the worker and this includes amongst other things: -
hazards associated with the job and appropriate controls;
safe way to do the job;
emergency procedures and equipment, facilities such as toilets, meal rooms and where to find first aid kits;
where to find health and safety policies and procedures;
safety equipment and how to use them; and
procedures for reporting hazards, injuries and near misses.
When Citipointe hires a Contractor to work on our premises, we must ensure that Contractor is inducted in safe safe work processes. Contractor Induction Handbook
When Citipointe hires a contractor who is undertaking work for a short period of time (eg floor level glass cleaning or glass tinting), the staff member hiring should undertake a risk assessment and job safety analysis of the job site and tasks, and have the contractor sign the Contractor’s Job Safety Analysis.
If the contractor is undertaking work that is considered high risk, regardless of the period of time in which they are on our property, they must undertake the Contractor Induction Handbook and Contractor Induction Checklist and Declaration.
When Citipointe hires a contractor who is undertaking work for a more considerable period of time, regardless of the risk, then they must complete the full Induction in the Contractor Induction Handbook and sign the Contractor Induction Checklist and Declaration.
This is a guide as to which Contractor Induction Method to employ.
Short time (few Hours) Long Term (>1 week)
Low Risk Contractors JSA Contractors Induction
High Risk Contractors Induction Contractors Induction
If a contractor's worker has been identified as not following a safe work procedure, they will be asked to immediately stop performing the work until the issue can be addressed and the matter discussed with the worker's employer, i.e. the contractor Citipointe engaged, and require the contractor to reinforce the safe work procedure with the worker and any other workers they engage who are doing the same activity.
How to Manage Contractors at your Location
Before starting work, contractors must be inducted via the Contractor Induction Handbook or via Contractor JSA to confirm that they have been advised of all necessary Citipointe WHS matters.
To manage your health and safety obligations in regards to contractors, you will need to:
Verify that the contractor is qualified, licensed and authorised to carry out the work.
Review the contractor's processes for safety induction, supervision, monitoring and risk assessment.
Send the contractor the Induction Handbook and answer any questions they may have on arrival.
Collect their Declaration and any other required paperwork, ie licences, insurances, load to the Compliance Drive and file safely.
Undertake a Site tour.
Monitor the workers.
Once the contractor and/or subcontractors start performing work, the workers must be monitored to ensure they are following the safe work procedure. Steps must be taken to ensure workers follow safe work procedures or Citipointe may be exposed to greater liability for any health and safety incidents that occur because a worker failed to follow a safe work procedure.
Citipointe is required to keep records of all inductions and a signed statement from each contractor indicating they have completed the induction. Contractors must prepare and provide safe work procedures for any work they perform in your workplace. Because Citipointe is not an expert in all work that a contractor performs, it does not need to approve the specific content of a safe work procedure.
If an obvious defect or issue has not been addressed in the safe work procedure, raise this with the contractor. Failure to do so, may place Citipointe in breach of its health and safety obligations and be concurrently liable for any subsequent incidents.
Each location is responsible to manage a filing or storage system of the following items, managing contractor induction management and utilize the Compliance Drive to store such documents.
A copy of the signed Declaration of Induction - either JSA or full Induction.
A copy of any RM Strategies they are providing.
A copy of any licences and insurances they are providing.
Volunteers
All volunteers must receive initial and ongoing training in the safe evacuation of a building, what to do in the event of a medical emergency and any other service specific safety issues that they need to know about. Citipointe also has Elvanto Applications to join “Team” which includes an adherence to the Heart Document.
You can read more about Training and Induction in the relevant Appendix.
