This section will describe the process whereby management and workers may enable periodic WHS audits, inspections and reviews to determine whether or not the Workplace Health and Safety Management System (WHSMS), this site, conforms to planned arrangements, meets the requirements of AS/NZS 4801-2001 Occupational health and safety management systems— Specification with guidance for use and has been properly implemented and maintained. A WHSMS Audit may be triggered based on circumstances necessitating a review of an activity or the annual review, whichever comes first.
Citipointe must be proactive in identifying risks to health and safety and an effective audit, inspection and review program is one of the most important preventative measures to take to ensure a safe and healthy workplace. The WHS Facilitator shall submit an all Locations WHSMS Audit and Due Diligence Report annually, to the Church Committee of Management.
Audit
A documented process for reviewing a WHS system, program or practice. An audit determines whether the system, program or practice complies with legislative requirements, established guidelines and best practice in health and safety.
Inspection
An examination of the workplace to check for hazards and operational safety. It involves informal, unscheduled or scheduled walk around the site by the Location. It also involves an annual inspection by the Compliance Office. Managers will be expected to resolve any issues that arise on the Annual inspection checklist.
The Audit of the WHSMS is to determine if all sections of the system are adequate, being implemented, maintained and documented.
Auditing the WHSMS involves reviewing each procedure within the section by reviewing Workplace Health & Safety policies and procedures and recording that an audit took place as identified by COM minutes.
All issues of non-conformance as identified on the WHSMS Audit will be investigated without delay.
Reviews are undertaken with consultation of workers.
The WHS Management System is also reviewed following a:
critical event (Notifiable Incident);
change in work procedures; or a
change in policy including any applicable legislation changes.
The review will occur whenever the above is recognised by either management or worker.
The WHSMS Audit will take place annually, by the WHS Facilitator, and will consist of an audit of the following areas:
WHSMS (this site)
WHS Policies
WHS Procedures
Risk Management
Legal and Other Requirements
Structure and Responsibilities
Inspections and Controls
Training, Awareness and Competence
Worker Safety Induction
Consultation and Communication
Reporting
Document Control
Emergency Preparedness and Response
Incident Investigation
Once completed, the WHS Facilitator shall provide the Committee of Management with a report outlining compliance with WHS laws and identifying any non-compliance with WHS Laws and provide evidence of the plan to address issues.
Locations are responsible for the outworking of the WHSMS at their campus. Policies and Procedures, training documents and systems for reporting are mandatory to continue the health and safety culture at each Location.
Each Location is responsible for WHS reporting to the Compliance office in the following ways:
Periodically
Regular inspections by Locations are encouraged by using the Workplace Inspection Checklist as a tool to assist in the inspection process.
Changes to buildings, incidents or events may require a review or update of procedures at each Location.
Annually
Reporting via the Annual Compliance Reporting Form - Found on the Location Pastor's Site.
Document management, reviews and updates via the Compliance Drive - as Locations are site specific, they must manage their documentation by rewriting each procedure to suit their campus and meet their WHS obligations.
A formal workplace site inspection will be conducted annually by the Citipointe Brisbane Compliance Office. Hazards that are formally identified must be rectified.
Any issues of non-conformance identified by any inspection or audit, internal or otherwise, will be investigated, rectified without delay.
