The Pennsylvania Department of Education and Department of Human Services work conjointly with the Center for Schools and Communities, a division of the Central Susquehanna Intermediate Unit, to administer the Educational Stability for Foster Care Youth program. The program is implemented through a network of eight regional offices stationed across the state, all of which share the same purpose:
Providing guidance and professional development to local public schools on ESSA
Advocating for foster care students and facilitating collaboration between schools and local county child and youth agencies (CCYAs) to ensure educational stability
Increasing awareness of the needs and rights of foster care students
Explaining other current laws or policies that impact the education of foster care students
Region 2 of Pennsylvania's Educational Stability for Foster Care Youth program serves Berks, Chester, Dauphin, Lancaster, Lebanon, and Schuylkill counties and is administered by the Berks County Intermediate Unit. The Region 2 team is committed to breaking down educational barriers and ensuring that all foster care students have the opportunity to succeed in school. Available services through the Region 2 office include:
Training and technical assistance on ESSA and the educational rights of foster care students
Assistance with school placement best interest determinations (BIDs) and transportation plans
