Children in the foster care system have the right to a stable education. The Educational Stability for Foster Care Youth Program in Region 2 is contracted through the PA Department of Education to administer the foster care provisions under the Federal Every Student Succeeds Act (ESSA) of 2015. Under ESSA, school districts and county children and youth agencies must collaborate to ensure all barriers to a consistent education are removed and best interest determinations regarding school placement are made for children in out-of-home care.
