The following are the duties of the WJCL TreasurerB2.6:

  • Maintain a record of receipts and expenditures
  • pay all bills authorized by the executive board
  • submit reports at state convention and board meetings
    • Note: payments will be co-signed by State Chair(s) or an adult designate of the State Chair(s)
  • Hold at least one fundraising event (other than the National Bazaar (check on this)) for the WJCL
  • Preside over the WJCL Bazaar at national convention

Although the treasurer presides over all fiscal matters, both the Executive Board and the State Chairs must approve any expenditures. While planning state convention these rules can relaxB1.2:

  • Stipends may be given for the State Chairs, officers, and chaperones' use, although these stipends can be at most twice the delegate entry fee for WJCL State ConventionB1.2
  • The President can authorize expenses of $25/individual (although this requires approval)B1.2

Even though the rules for entering office dictate that new officers take charge of their positions 31 days after State Convention, the Treasurer may maintain the treasury for an additional 2 months to assure proper payment of all convention bills.C4.2
