Vacancy elections can happen if a serving officer is elected to National office during their term, if no one declares candidacy for a position by January 1stC5.2, or if an acting officer is impeached.
If a vacancy happens in the office of President, the 1st VP becomes the new presidentC5.4 , and a vacancy election is held for the office of 1st VP.
Any WJCL and NJCL member can run in a vacancy election (as long as you're not a current board member(C5.7) or a candidate for an uncontested office) by submitting a Declaration of Candidacy form to the Parliamentarian one week before a previously announced election board meeting .
At the vacancy election, each candidate will be interviewed by the Executive Board, after which the Executive Board will select the new officer. A candidate who gets over 50% of total votes cast is automatically elected. If this doesn't happen, then a run-off election is held between the two candidates with the most votes, with the candidate with the most votes in the run-off elected. It there is a tie for second most votes, then the candidate with the largest number of votes is elected. (C5.5)
