Yes, the Teacher Education Handbook is a one-stop guidebook for teacher candidates, faculty, University supervisors, and cooperating teachers.
Any request for an exception to their academic and/or licensure requirements must be made in writing using a standard University petition form for undergraduate and professional programs. Students must fill out the form, attach supporting documents (if required), and obtain their faculty adviser's signature. Refer to the process for requesting course substitutions document.
If petitions are for licensure requirements, after the LPL's signature, the form must also be reviewed and approved by the Licensure Officer in OTE.
The LPLs (License Program Leads) must refer to the U of M/PELSB Petition Review Process Document for the process and protocol in evaluating and documenting teacher education courses (both U of M and transfer coursework) against the SEP (Standards of Effective Practice) and Content standards approve for your program by PESLB. Candidates must initiate an official petition process using the U of M academic process petition form for undergraduate and professional programs.

Disputes regarding the program's requirements for recommendation for licensure, which are part of the academic program in which the candidate is enrolled, must be resolved through the University Conflict Resolution/Grievance Process. When the candidate requests an appeal of the program’s decision, the first step should be at the lowest unit level—between the parties involved (the candidate and the program lead) or the parties and an appropriate third party (e.g., other faculty, program coordinator, or program advisor). The candidate may also contact the Student Conflict Resolution Center or similar support services for advice and possible mediation. CEHD policy documents (Responding to Student Academic Complaints and Responding to Student Conduct Code Violations) note that if no informal resolution is reached at the lowest unit level, the candidate may seek an informal resolution at the collegiate level with the other party and higher-level administrators.
If the issue is not resolved informally, the candidate may request a formal hearing in writing.
