New Program Approval

New programs must be approved by both the University of Minnesota and the Professional Educator and Licensing Standards Board (PELSB). It may take over a year to receive approval.

After receiving approval from your department, contact the Office of Teacher Education and the Curriculum Council staff (see below) as soon as possible. Refer to the checklist for either graduate or undergraduate programs located at the appropriate curriculum council's website.

Your next step is to contact the Accountability Analyst to ensure you have the proper application forms and that all PELSB Standards are met for your program. Contact OTE at ote@umn.edu.

Items you will be required to complete for proposing a new program (these forms are in your program Google Drive folders):

    1. Syllabi that include all of the Standards of Effective Practice and Content/Subject Matter standards that are covered in each course. In addition, each assignment and assessment must have the standard listed next to it that shows where each standard is learned and assessed.

    2. A D1 Form for SEPs documenting how each standard is met.

    3. A D1 Form for Content/Subject Matter documenting how each standard is met.

    4. Curriculum vitae of all faculty and supervisors documenting academic credentials, P-12 teaching experience and relevant experience in the P-12 setting.

    5. A program description.

    6. Program prerequisites and form.

    7. A justification for the program including enrollment projections.

    8. A program description form.

    9. A list of all candidate application and completion requirements (Initial licensure programs require the dispositions, evaluation of student teaching and edTPA assessments at a minimum).

    10. A minimum of three signature student assessments for initial licensure (Dispositions, Evaluation of Student Teaching, edTPA, and the Content Assessments). For additional licensure, the program must add a new assessment in place of the edTPA if the program does not require additional licensure candidates to complete an edTPA.
