Roles and Responsibilities

The Personnel Subcommittee will oversee the personnel policies and procedures of the district and will act as the representative of the School Committee to ensure the best management practices are used to attract, train, evaluate, compensate and retain the highest possible quality staff for all areas of the school system.

The Subcommittee works collegially with other subcommittees of the School Committee, the superintendent, and administrative staff. Management functions are carried out by the administration, under direction of the superintendent, in accordance with the goals and policies of the School Committee as represented by the Subcommittee.

Major functions of Personnel Subcommittee:

  • The Subcommittee reviews personnel policies and practices and makes recommendations to the policy subcommittee for changes deemed appropriate.
  • The Subcommittee represents the School Committee in contract negotiations with unionized employees, approves the job descriptions, contracts and salaries of non-union personnel, and with other subcommittees, reviews, and may recommend to the School Committee, the Superintendent’s request for new positions.
  • The Subcommittee works with the Superintendent to develop his/her annual goals, recommends them to the School Committee, and monitors progress towards goals approved by the School Committee.
  • The Subcommittee ensures that the School Committee is prepared to effectively evaluate the Superintendent, and ensures that the results are reported as required by the State (DESE).  The Subcommittee may delegate evaluation of the Business Manager and Director of Pupil Personnel Services to the Superintendent, with approval of the evaluations by the Personnel Subcommittee.
  • The Subcommittee collects data to determine whether the personnel policies are effective and are being carried out according to the intent of the School Committee. 
  • The Subcommittee oversees the effectiveness and satisfactory completion of the total staff evaluation process.
  •  The Subcommittee organizes the School Committee’s self-evaluation process, trains School Committee members in completing that process, and makes recommendations to help the School Committee achieve and maintain maximum effectiveness.
  • In anticipation of the hiring or contract renewal of the Superintendent, Business Manager, or Director of Pupil Personnel Services, the Subcommittee, in conjunction with the Budget Subcommittee, is responsible for the terms of the contract before an offer is made.  The Subcommittee will research the terms and conditions of contracts of similar positions in other districts to guide recommendations to the school committee.
