Each county department shall require each protective services employee hired on or after May 29, 2012, to complete a fingerprint-based criminal history records check utilizing the records of the Colorado bureau of investigation and the federal bureau of investigation. The employee shall pay the cost of the fingerprint-based criminal history records check unless the county department chooses to pay the cost. Upon completion of the criminal history records check, the Colorado bureau of investigation shall forward the results to the county department. The county department may require a name-based criminal history records check for an applicant or an employee who has twice submitted to a fingerprint-based criminal history records check and whose fingerprints are unclassifiable.

Colorado regulators recently issued an $8.9 million fine against Uber’s parent company for allowing drivers with past criminal or motor vehicle offenses to work for the ride-hailing service. The Colorado Public Utilities Commission said in November that 57 Uber drivers should have been barred from employment due to prior felony convictions. Individuals named in the case are convicted of driving under the influence and reckless driving, and include a former prison escapee. The Colorado PUC opened an investigation in March after an Uber passenger claimed he was assaulted by a driver in the mountain resort town of Vail. “We have determined that Uber had background check information that should have disqualified these drivers under the law, but they were allowed to drive anyway,” PUC director Doug Dean said in a statement. “These actions put the safety of passengers in extreme jeopardy.”
The Colorado Public Utilities Commission announced Monday that it has ordered Uber’s parent company to pay a $8.9 million penalty after discovering the ride-sharing service let multiple people who should not have passed a criminal background check -- including convicted felons and drunk drivers -- drive. All of the money collected from Uber by the PUC goes to the state's general fund. An investigation found that over the last year and a half, 57 Uber drivers were giving rides who should not have been permitted to drive for the company, according to a news release from the Colorado Public Utilities Commission (PUC). PUC says 12 of those drivers had felony convictions, 17 had major moving violations, three had interlock driver’s licenses (a penalty for a DUI) and dozens had driver’s license issues.
