Firearm policy in the United States has long been a serious policy issue. Much of the previous research on crime and firearms focused on the effects of states’ passage of concealed handgun licensing (CHL) legislation. Today, given the proliferation of CHL legislation and growing strength of the “pro-gun” movement, the primary policy focus has changed. State legislators now face issues concerning whether and how to increase access to CHLs. Because of this transformation, this research moves away from the research tradition focused on the effect of a legislative change allowing CHLs. Instead, we consider two issues more policy relevant in the current era: What are the dynamics behind CHL licensing?

On January 1, 1996, the Texas Concealed Handgun Law went into effect. This law states that the Texas Department of Public Safety (TXDPS) “shall issue” a concealed handgun license (CHL) to any Texas resident who meets the application requirements for character (background check) and training. This is an analysis of arrest data for Texas concealed handgun licensees that was performed on data from the subsequent years of 1996 – 2000. A comparison was made with the arrest data for the entire Texas population for the same time period, showing that, on average: male Texans who are over 21 years old and are not CHL holders are 7.7 times more likely to be arrested for commission of a violent crime than male Texans with a CHL; and female Texans who are over 21 years old and are not CHL holders are 7.5 times more likely to be arrested for commission of a violent crime than female Texans with a CHL.

The Texas CHL class requires successful completion of a minimum 4 to 6 hour certification course outlined by the Texas Department of Public Safety and covering non-violent dispute resolution; Texas laws pertaining to use of force as a defense, gun safety, and gun storage and licensing requirements; and laws covering concealed handgun license holders. To obtain a concealed handgun license in Texas you must qualify with a handgun in accordance with the DPS course of fire and pass a 50 question exam.
