There are short-term, paid work opportunities for participants to gain valuable skills through practical, on-the-job learning.
Program Overview
Early Learning Works is a work-experience opportunity for individuals engaged in Early Learning Education or the Preschool for All program. Workers are paid $17 per hour ($19/hour if participant will use bilingual skills at the worksite) for 15 to 40 hours each week for 300 hours. No overtime is allowed.
Once the 300 hours are complete, their worksite will have the option to hire the paid worker on an ongoing basis.
Eligibility
To be eligible for an Early Learning Works position, participants must complete any certification/training requirements outlined in the position description for a potential worksite. They will receive $40 stipends for each of the training & certificates they complete.
Additional Eligibility
All participants must provide documentation proving they are eligible to work in the United States.
All workers 18 years or older must enroll in the Central Background Registry (CBR) via a finger-print based background check.

Program Overview
The goal of this program is to quickly match eligible individuals interested in entry-level child care and preschool positions with participating organizations.
Workers will be paid $17 an hour (bilingual differentials available), for up to 40 hours each week, for a total of 300 hours.
Participants may be eligible for pre-placement stipends, completion incentives and their worksite will have the option to hire them for a permanent position.
Eligibility
To be eligible for a Child Care Paid Worker Position, you must:
- Be able to provide I-9 documentation to demonstrate that you have permission to work in the United States. (A Passport, or other government issued photo ID or, a combination of a social security card or birth certificate and a photo ID.)
-Be willing to enroll in the Oregon Child Care Licensing Division's Central Background Registry, a requirement for any individual over the age of 18 who is working in a licensed facility.
Expectations
All workers will be paired with a Participant Success Coach that will support them in completing onboarding paperwork, discussing career goals, and reviewing available positions to identify the best potential placements. The Participant Success Coach will be available to worker participants for the duration of their involvement in the program.
Paid Workers will be placed in a position at a local business; however, they will be employed by an Employer of Record provider. All payroll and workers compensation coverage will be provided by the employer of record.
Next Steps/Matching Process
After completing this form and hitting submit:
- You will be connected with your Participant Success Coach. (Your coach will be from Portland Community College.)
- The coach will reach out to you and schedule a time for you to meet, verify eligibility, discuss your career goals, and support you in identifying your top options for a worksite.
- Once a worksite match is made, your Participant Success Coach will support you in the onboarding process and connect you with the worksite supervisor.
- Once your onboarding is completed you will begin work.
