As a WorkSource Portland Metro (WSPM) initiative, the Aligned Partner Network (APN) consists of over 35 community-based organizations, also referred to as APN partners, that work collaboratively with Worksystems, the Local Workforce Area Board, to improve the quality of the workforce in Multnomah and Washington Counties. By bridging the services and expertise of the partners in the Aligned Partner Network with the workforce training and job placement services offered by WorkSource, participants with multiple challenges can pursue training, secure employment, and build promising futures for themselves and their families.
WorkSource Liaisons. WorkSource Liaisons provide continuous training, coaching, and technical assistance to APN Career Coaches, also referred to as case managers, who support participants directly in developing effective career plans, accessing vocational training opportunities, meeting employment goals, and navigating the range of workforce services available to them. Occupational Skills Training Scholarships. Occupational Skills Training (OST) scholarships are set-aside funds at each WorkSource Center for participants within the network.
APN Career Coach Professional Development Sessions. APN Career Coach professional development sessions, typically offered each month, are designed to enhance APN Career Coaching skills and increase awareness of WorkSource services and processes.
WorkSource Liaisons and APN Career Coaches collaborate closely to support participants. While WorkSource Liaisons do not work directly with participants, each group has distinct roles and responsibilities in ensuring participants’ success.
WorkSource Liaisons
Provide training and technical assistance to APN Career Coaches to increase their capacity to support participants.
Training
Provide training to APN Career Coaches on WorkSource services and systems and career mapping.
Develop and facilitate monthly training workshops for APN Career Coaches.
Ongoing Support and Coaching
Meet monthly or as often as needed with APN Career Coaches to review caseloads, ongoing training on WorkSource services, and training and employment opportunities.
Assist APN Career Coaches to identify participants who are motivated and ready to participate in program activities.
Provide ongoing technical assistance about APN Career Coaching and using WorkSource services to help participants meet career goals.
Update APN Career Coaches about system processes and resources.
Program Infrastructure & Improvement
Attend regular meetings with other WorkSource Liaisons and Worksystems staff.
Work with WorkSource staff, Worksystems, and APN partner staff to identify and address any challenges that arise and make recommendations for system improvement.
Communicate with WorkSource staff to ensure smooth connection of participants to services.
Career Coaches
Provide relationship-based guidance and coaching to assist participants to succeed in training and find employment.
Screening and Assessment
Screen participants to assess motivation and readiness to increase basic skills, participate in training and job search activities, and find employment.
Conduct Career Mapping and Resource Planning sessions, and Integrated Resource Plans when appropriate.
Ongoing Support and Coaching
Maintain regular contact with participants.
Update career plans regularly, use the career plan as a tool to guide participants’ next steps and manage progress toward goals.
Assist in developing plans for accessing resources needed to reach goals (including basic needs, transportation, childcare, etc.).
Coach participants on basic soft skills (i.e., punctuality, attendance, communication, hygiene, time management, social interaction, etc.).
Guide and coach participants as they access appropriate WorkSource services, engage in training, and conduct job searches.
Assist with participant retention and support career advancement after employment.
Program Infrastructure & Improvement
Meet monthly or as often as needed with WorkSource Liaisons to review caseload and identify participants that could benefit from services or resources.
Participate in training about WorkSource.
Attend relevant monthly APN Career Coach professional development sessions.
