Fee waivers / Declaration of Homelessness: In Oregon many organizations (Transition Projects (see below), some shelters, community partners) can provide a Declaration of Homelessness or act as an agent to help get free/fee-waived birth certificates or state ID for people experiencing homelessness — ask the nonprofit when you call.
