TLDR
Fractions, decimals and percents all represent parts of a whole. That means that when you see a fraction, a decimal or a percentage, you can also show that number as one of the others. Just because they are always parts of a whole, however, doesn't mean they are always less than one!
If you need practice with decimals
Percents ALWAYS have the percent sign to show that even though they look like whole numbers, they are still just parts out of 100 (the word percent comes from Latin 'per centum,' meaning 'by the hundred.'
That means that converting percents to fractions is a breeze - just put the percent over 100. To get the decimal version, divide by a hundred (which translates to moving the decimal point two places to the left)
As the image shows, if your percent is just one digit, that goes in the hundredths place and you need to write a zero in the tenths place. Sometimes this is called a leading zero because it goes in front.
