(A) Composition.
(1) The common seal of the Village of Rutland, which may be referred to as “Common Seal”, exemplified under “Exhibit A”, shall be circular in appearance, centered therein the coat of arms of the State of Ohio, shaded in colors pursuant to R.C. § 5.04, which shall be encapsulated by a solid border shaded in the color model RGB, red 148, green 138 and blue 84. The entirety of the seal shall be encapsulated by a double border shaded in the color model likewise to that required for the border encapsulating the coat of arms of the State of Ohio as specified by this division.
(2) Atop the seal shall be the phrase, “VILLAGE OF RUTLAND”, and below shall be the phrase, “INCORPORATED 1913” and immediately underneath the same, the phrase, “HOME OF B.M. HIGLEY VI AND W.P. HALLIDAY”. The number, “17”, shall divide the top and bottom phrases to the right and the number, “99”, shall divide the top and bottom phrases to the left. All phrases shall be included upon the seal in bold Times New Roman typeface shaded in the color model RGB, red 238, green 236, and blue 225. Said phrases shall be placed atop a background shaded in the color model RGB, red 31, green 73 and blue 125.
(3) In lieu of affixing or displaying a tricolor version of the seal as described in division (A)(1) and (A)(2), a colorless version of the seal may be affixed or displayed, exemplified under “Exhibit B”, at which point background color shades may be omitted.
(B) Custodian; use; reproduction.
(1) The Fiscal Officer shall be custodian of the common seal of the Village of Rutland and shall affix, print or stamp it to all ordinances and resolutions upon their passage, upon all proclamations as issued, upon all certificates, licenses or permits, and unto any instruments requiring its mark. In the absence of the Fiscal Officer, the Mayor or his or her designee may affix, print or stamp the Common Seal upon all instruments it requires or otherwise required by law.
(2) The common seal of the Village of Rutland, or any other official seal of a public office thereof, shall not be reproduced except as required by any provision of competent law, unless permission to do so is first obtained from the Mayor. The Mayor may may authorize the reproduction of the design of the common seal, or seal of a public office of the Village of Rutland, when the purpose is to:
(a) Permit publication of a reproduction of the common seal of the Village of Rutland or seal of a public office of the Village of Rutland;
(b) Aid educational or historical programs;
(c) Promote the economic or cultural development of the Village of Rutland in a manner deemed appropriate by the Mayor.

(A) Composition. The coat of arms of the Village of Rutland, which may be referred to as “Coat of Arms”, exemplified under “Exhibit C”, shall be circular in appearance, encapsulated by a solid border shaded in the color black, followed outward by a border shaded in the color crimson red and again, a border shaded in the color black, and shall consist of the following characteristics:
(1) Representing growth and success, the background of the coat of arms shall be a light blue in color, outlined in crimson red, and therein centrally situated a twelve pointed star, gold in color, collectively illustrating the sky and sun, symbolic of growth and success for which the Village strives.
(2) Representing the legendary Rutland Red Devil Football Dynasty, over the twelve pointed star shall be situated a crimson red and black flag displayed upon a flag pole, tan in color with a spike at the top, slanted to the left, symbolic of the former Rutland High School and Rutland Red Devil Football Dynasty.
(3) Representing the historic agriculture and coal mining industry, beneath the crimson and red flag, to the right of the flagpole, and over the twelve pointed star, is situated a stack of hay, behind which shall be a pick and shovel, crossed, symbolic of the rich history of the agricultural and coal mining industry.
(4) Representing the original founding of the town of Rutland, to the left of the crimson and red flag and flagpole, placed centrally, shall be situated the number “17”, and to the right, the number “99”, collectively symbolic of the year in which Rutland was founded.
(5) Representing incorporation and home rule government, at the top panel of the center circle is situated seven stars, three black, one crimson red placed in the center, and three black, collectively symbolic of the Mayor and the six members of the Council, the elected officials of the Village.
(6) Representing settlement and original land upon which growth was achieved shall be, at the bottom panel of the center circle, a wreath of wheat, olive green in color, symbolic of the land which was developed by settlers.
(B) Use. The coat of arms of the Village of Rutland shall appear on the shoulder patch worn by officers and civil employees of the Police Department and upon all logos and seals used by all departments of the Village of Rutland except where otherwise required by law.

(A) Composition.
(1) The Office of the Mayor and Office of the Village Clerk-Fiscal Officer shall each have an official seal, both of which shall consist of the characteristics likewise required pursuant to § 170.10, except that such seals shall have the phrase “OFFICE OF THE MAYOR”, and "OFFICE OF THE CLERK-FISCAL OFFICER", respectively, atop of the coat of arms of the State of Ohio and “VILLAGE OF RUTLAND” below the coat of arms. Separating the phrases shall be solid circles.
(2) The seal of the Mayor’s Court shall contain the coat of arms of the State of Ohio and atop the same upon a background crimson red in color, the text, white in color, shall read “RUTLAND VILLAGE MAYOR’S COURT”, and underneath, “RUTLAND, OHIO”. Both phrases shall be separated by a five pointed star, one placed on each side of the circle. The coat of arms of the state of Ohio shall be shaded in color as designated by R.C. § 5.04 and shall be encapsulated by a solid black border and the entire seal shall likewise be encapsulated.
(B) Custodian; use; reproduction.
(1) The Mayor shall be the custodian of the seal of the Office of the Mayor and seal of the Mayor’s Court. The Village Clerk-Fiscal Officer shall be the custodian of the seal of the Office of the Fiscal Officer.
(2)
(a) The Mayor shall keep on display in his office the seal of the Office of the Mayor and shall affix, print or stamp the same upon all executive orders and proclamations issued by him. In his absence or as directed, his Clerk, Executive Assistant or Secretary may affix, print or stamp the seal of the Office of the Mayor in accordance with this division.
(b) The Mayor shall display during proceedings of the Mayor’s Court the seal of the Mayor’s Court in accordance with applicable law and rules adopted and issued by the Supreme Court of Ohio. The Mayor shall affix, print or stamp the same upon all judgement entries, writs and warrants and upon all other documents or records requiring its mark. In his absence or as directed, the designated Clerk of Mayor’s Court may affix, print or stamp the seal of the Mayor’s Court in accordance with this division.
(3) The Village Clerk-Fiscal Officer shall affix, print or stamp the seal of the Office of the Village Clerk-Fiscal Officer upon all transcripts, purchase orders, certificates, or other papers requiring authentication.
(4) Neither the seal of the Office of the Mayor or the seal of the Office of the Village Clerk-Fiscal Officer shall be reproduced or used except as provided in § 170[.10](B)(2).
